The Express Platinum Card is not a credit card (like VISA or MasterCard) or a charge card (like American Express) and cannot be used to buy goods from any regular store from Walmart to Saks Fifth Avenue, or to buy dinner at a restaurant, or to buy an airline ticket, or to rent a car, or to pay a utility or medical bill, or to get a cash advance. The EPC is equivalent to a store card (like Sears or JCPenney) and if you were told that the EPC is a credit or charge card, then you were lied to and scammed. The FAQ page on their website http://www.expressplatinumcard.com/ says:
"Q: Is the Express Platinum Card a MasterCard or Visa?
A: The Express Platinum Card is a privately branded credit card which can be used to purchase merchandise at selected online locations. It operates much like a "store" credit card, similar to a department store charge card. It is NOT a MasterCard, Visa or American Express card.
Q: Can I use the card to get a cash advance?
A: No, the Express Platinum Card is to be used to purchase merchandise from select online stores and merchandise."
Their refund policy is mentioned in the FAQs "Q: What if I get the card and never use it? What is the refund policy? A: The refund policy is clearly stated in the Terms & Conditions on the website." but their Terms & Conditions page is blank. It appears that EPC will not be giving refunds.
The Federal Trade Commission http://www.ftc.gov/bcp/edu/pubs/consumer/telemarketing/tel16.shtm says "If you’re asked to pay a fee for the promise of a loan or credit card, you can count on the fact that you’re dealing with a scam artist." All credit card fees are charged to the credit card itself and you never have to pay any money up front. If EPC wants $99 up front from you, then this is likely a scam.
The FAQ page says the EPC is a shopping card only good at certain websites "Q: Where can I use my Express Platinum Card? A: Express Platinum Card can be used at selected online retailers. Once you have activated your account, we will be given access to thousands of products that can be purchased online, through various online wholesalers we have partnered with." Since you are restricted to shop at these limited websites (if they really exist at all and they may not given the negative comments on this webpage), there is nothing to stop these websites from charging you huge prices and huge shipping fees. After all, where else can you shop with the EPC? You can't use the EPC at Walmart or Target or anywhere else.
The EPC also charges an account maintenance fee of $19/month which comes to $228/year. This is VERY expensive for a shopping card that can only be used at a few websites. AmEx Gold only charges $150/year and you can use it anywhere with no credit limit. There are many legit credit cards with no or low annual fee available that won't cost you anywhere near $228/year.
Stay away from the Express Platinum Card. The modus operandi appears to be to take $99 from you up front, then charge you $19/month until you cancel, and they make it virtually impossible for you to cancel. If you cannot cancel, tell your bank you've been scammed, ask if the bank can get your money back for you and also replace your bank account for scammers have it. - MyGinny| 1 replyA man called me from this number on 01/04/12 and told me I was approved for a $5000 line of credit. They had all my banking information and personal info. as well. Everytime i try to call them i cant get through, or get put on hold! They charged me $99.00 on January 6th 2012. - kimmypughyeah i got that call on yesterday saying that i was approved for a 5,500 line of credit and i had to pay a $99.00 deposit from a debit or credit card i told them that i would call them back when i got ready for the card and she gave me a number and i called it when i got home and it will hang up when i call everytime and the number that she called me from when i called it back it says the number you have dialed is not a working number so that right there let me knew then that it was a scam.

Express Platinum Card in Henderson, NV does not appear to have a Nevada business license. I searched for "express pl" and 7 licenses ranging from Express Plaza LLC to Rainbow Express Plaza LLC showed up but there is nothing for Express Platinum Card. Any company operating in any state without a business license is a fake company. Anyone is welcome to search here http://nvsos.gov/sosentitysearch/corpsearch.aspx for Nevada business licenses.
Their website expressplatinumcard.com http://www.who.is/whois/expressplatinumcard.com/ is registered to a domain proxy by an owner who doesn't want to be found. A domain proxy is a "front" company that registers websites on behalf of their real owners so the real owners can remain hidden from public view.
