How can I verify whether or not a debt collector is legitimate?
Here are a few warning signs that could signal a debt collection scam:

The debt collector threatens you. Legitimate debt collectors probably won't claim that they'll have you arrested or claim that they or their employees are law enforcement officers.

The debt collector refuses to give you information about your debt or is trying to collect a debt you do not recognize. You have certain rights to ask a debt collector to verify the debt. You can use this sample letter to request this information. Ask for an explanation in writing before you pay.

The debt collector refuses to give you a mailing address or phone number.

The debt collector asks you for sensitive personal financial information. You should never provide anyone with your personal financial information unless you are sure they're legitimate.
If you think that a caller may be a fake debt collector:

Ask the caller for his or her name, company, street address, telephone number, and professional license number. Many states require debt collectors to be licensed. Check the information the caller provides you with your state officials, or the state in which the debt collector holds a license. If the caller refuses or is unable to provide you with information about his company, or if you can’t verify the information he provides, do not give money to the caller or company.

Tell the caller that you refuse to discuss any debt until you get a written "validation notice." This notice must include:
    The amount of the debt
The name of the creditor you owe
A description of certain rights under the federal Fair Debt Collection Practices Act
If a caller refuses to give you all of this information, consider requesting this information in writing or seeking assistance before paying the debt to make sure the debt, and the company, are valid.

Tip: You can consider sending the collector a letter requesting the information by using one of the CFPB's sample letters. You can also submit a complaint to the CFPB or you can contact your state Attorney General’s office.

Do not give the caller personal financial or other sensitive information. Never give out or confirm personal financial or other sensitive information like your bank account, credit card, or Social Security number unless you know the company or person you are talking with is a real debt collector. Scam artists, like fake debt collectors, can use your information to commit identity theft such as:
    Charging your existing credit cards
Opening new credit card or checking accounts
    Writing fraudulent checks
Taking out loans in your name

Contact your creditor. If the debt is legitimate – but you think the collector may not be – contact your creditor about the calls. Share the information you have about the suspicious calls and find out who, if anyone, the creditor has authorized to collect the debt.

Report the call. Submit a complaint with the CFPB or get in touch with your state Attorney General's office with information about suspicious callers.

Stop speaking with the caller. If nothing else works and you believe the calls are fraudulent, send a letter demanding that the caller stop contacting you, and keep a copy for your files.

Tip: You can use this sample letter to write a letter demanding the debt collector stop contacting you. By law, real debt collectors must stop calling you if you ask them to in writing.

Tip: If you're having trouble with debt collection, you can submit a complaint with the CFPB online or by calling (855) 411-CFPB (2372).

Assuming this was  a debt collector calling--being in ordinary civil debt is not a crime and you cannot be arrested for it.

    Report them:

http://www.consumer.ftc.gov/articles/0149-debt-collection  (Threatening arrest or criminal process in order to collect a civil debt is a clear violation of the Federal Fair Debt Collection Practices Act)

Also contact your local attorney general

If they continue to bother you, and you know you do not owe any money,  tell them that you know this is  a debt scam and that you are making a complaint to the police for extortion.  You might have to yell at the scammer and talk over him or her.  Once you get a copy of the police report and they call you again , just read out the  file number and the name of the PD or Sheriff’s office involved.   Tell them you’ll be glad to send a copy to them at whatever address the jack***es are working out of now.

Extortion Scam Related to Delinquent Payday Loans

    Washington, D.C.
December 07, 2010  FBI National Press Office
    (202) 324-3691

The Internet Crime Complaint Center has received many complaints from victims of payday loan telephone collection scams. Callers claim the victim is delinquent in a payday loan and must repay the loan to avoid legal consequences. The callers purport to be representatives of the FBI, Federal Legislative Department, various law firms, or other legitimate-sounding agencies. They claim to be collecting debts for companies such as United Cash Advance, U.S. Cash Advance, U.S. Cash Net, and other Internet check-cashing services.

According to complaints received from the public, the callers have accurate data about victims, including Social Security numbers, dates of birth, addresses, employer information, bank account numbers, and the names and telephone numbers of relatives and friends. How the fraudsters obtained the personal information varies, but in some cases victims have reported they completed online applications for other loans or credit cards before the calls started.

The fraudsters relentlessly call the victim’s home, cell phone, and place of employment. They refuse to provide any details about the alleged payday loans and become abusive when questioned. The callers have threatened victims with legal actions, arrests, and, in some cases, physical violence if they do not pay. In many cases, the callers harass victims’ relatives, friends, and employers.

Got a call today from a Kimberly from United Processing, from this number, said my name, date of birth, social security number has been filed with  with a pending case. Said a statement from me to place on file regarding this case, regarding to respond will result in a case being filed. What a scam!!!! And this is NOT the first time I have received calls like this, it started back in March of 2015 and from different numbers, now they are calling me from this number. I filed a complaint with FTC, a police report, and nothing stops these scammers from calling. Before today, they called me using a local number of 214-935-2012 saying from Provisional Risk Services (and looked that co. up, there is no such, even looked at BBB), went on to say will be pursing me at my place of employment and/or residence. said calling from the State of TX from that 214 number, and that I have been officially notified on that voicemail...omg these scammers!! STOP already I owe no one anything such as whatever they want!!!! I believe this is scammers calling about a payday loan, and trying to get you to return the call so they can get your banking info..I don't think so! plus I don't have or owe any payday loan...leave me alone already!!! so sick of their non stop calls. Dear Lord, how do we stop these calls??? and no one calls  in such a threatening way..just wrong!! I do not appreciate these calls, if I find them, I will file charges on them!

I just received a phone call from 815-768-1617. Claiming to be United processing services.  And that I owe over $900. I asked them for proof that I owe that amount of money. He said he would have his secretary email the loan agreement.  I asked him for the loan company's name and number he would not disclose the phone number. He said because they would direct me back to him.  I asked him for the number And address he gave me a 855-498-0039 And that they were located in New York. He wouldn't say where in New York.  His name is Anthony Coles.

Just received a call like the ones above from a Kimberly from United Processing, from this number, said my name, date of birth, social security number has been implicated in a pending case. Said a statement from me to place on file regarding this case, failure to respond will result in papers being filed.

Glad to know this is a scam. I had no idea what it could be about.

They are a scam. A debt collector will identify who they are and what debt they are calling about. A legitimate debt collector that is. They also will state the name of the person they are calling, not ask you for your name and they most definitely will not be asking for your SSN. This has been on the news lately in my area and as some others here have already said if they contact you DO NOT give them any of your information. Another who reported this here provided a lot of good links, follow them. Myself, with my phone I've already blocked these [***] from calling again. It would be a good idea to block these idiots if you can.

These guys called and left a message today.  Very generic pre-recorded message saying something like: "Your name, DOB, and SSN have been indicated on a correspondence for a pending case.  Failure to reply will mean that papers will be filed on your behalf."  I believe it is a complete phishing scam to get people to call back with their personal info and get their identity stolen.  855-498-0039 showed up on the caller-ID and was also left as the call-back number in the recorded message.  DONT CALL THEM BACK!!

Report a phone call from 855-498-0039:

The company that called you.
