A recording of a lady with a clipped British accent telling me to call World National Bank at this number. She adds, "This is not a sales call." I called it today just out of curiosity and got another recording that said "Thanks for your interest in our credit card program, however this program is no longer active at this time. Please call back at a later time and thanks again for your interest."
Interest in their credit card program indeed! Pfft.

This call came to my cell phone while I was at work.

A voice recording of a woman with English/British accent speaking very fast states that she is calling from ?? World National Bank??? regarding my account and it is not a sales call and tells me to call 1-866-482-4451. So of course I called the number and it states that they appreciate my interest in their credit card however they are not yet set up to accept my call. Who are these people and what exactly are they up to?

Amy, you probably scrolled past the original post but this is a scam that's been around for about 7 years.  You get a call from World Bank or some other lending institution to tell you you've been selected to receive a grant or a loan.  All you have to do is send them some money up front and they'll send you a check.  It's commonly called the advanced fee loan scam.

You can read about it here:
    https://www.scamwarners.com/forum/viewtopic.php?f=3&t=3225

You can report the scam here:
    http://www.stopfraud.gov/report.html

As for stopping the calls, well, these people are criminals so the only person who can stop the calls is you.  Just keep blocking them and don't answer numbers you don't recognize.  At least you were smart enough not to fall for it.  They steal millions from less savvy victims.

So, you claim you identified the number, and the caller to your satisfaction ...
THEN you searched the internet to find a call complaints site / call identification site, because you were satisfied?

Awww ... tell us another one!

Yes we all have heard of this criminal organization calling and harassing people.  they think they are above the law.  As a matter of fact, I found this printed on another one of their many spoofed number (why would they have to do that if they were "legit"?)
