Called me from 805-244-1802 (spoofed).  "Kenneth" led off with something about it being hard to reach me and he's 6' 2", or something similar.  I've learned to wait until the caller is in the middle of his pitch and then ask "Are you a robot?".  Normally the pitch will continue uninterrupted, which is a giveaway of a robot.  However the callers seem to have gotten smarter about this and immediately switched to something like "I'm only able to provide prerecorded responses but I can switch you to a manager or give you an 800 number to call if you'd like".  He provided this number when I requested it and actually repeated it when asked.  Previous robots have just hung up when asked to repeat the number.  There must have been a handler listening to the conversation.

More information about the calling company and their techniques can be found by searching for "Residential Programs Inc. John Haller".  Note his link about "NYPD is aware of organizations like this and they aren't authorized to represent them."  It was created in 2015 but is still active.  Whois information for the company seems to hide who they are.  The address and phone number are for Tucows in Toronto and Google is listed as the registrar.  Residential Programs, Inc. also does business from 1006 C East State Street Athens, Oh 45701.  The Ohio Secretary of State website has an image of their application for license, which lists the president as Gregory B. Hertling, 17 Lancaster Drive, Ocean, NJ 07712 (apparently his home).  I'm now suspicious that they are responsible for most of the police & fire department fundraiser calls that I've been receiving lately.  In my opinion, he's inviting a $120 million fine like the one handed out to Adrian Abramovich.

The technology is called a "sound board".  While the "robot" does most of the talking the conversation is monitored by a human.  Most likely they might be monitoring 2 or 3 conversations at one time, and then they push the correct response.  Where it really gets messed up is when they have more then 3 at a time which sometimes occurs when the boss is being cheap and greedy.  These are PAC's not charities and their calls are not sales calls.  They are not regulated and get to keep all the money instead of bribing elected officials with it.  I'm not sure they are going to get fined as that person was making sales calls.

A search for 2810 CROSSROADS DR. SUITE 4000, MADISON , WI 53718 shows it as for lease on Oct. 7.  But I also show it as the Madison office of Wall & Associates, a tax representation firm.  I asked their online agent if they were the National Police Support Fund or if they've just moved in to that address.  The agent indicated that they were nationwide and that someone would have to get back to me.  It sounds like the Fund may have moved out but we'll see.  Wall's statements about 24/7 seem to be baloney.  However I'm more interested in the company that is making the calls than the company that employed them and that, as best I can tell, is Residential Programs Inc.

I'm not sure where you are getting your information.  I have them in New Jersey.  Per Bizapedia.com  https://www.bizapedia.com/nj/residential-programs-inc.html.  However if you are planning on suing then you should be naming every company and everyone involved.

So he seems to have moved for one reason or another.  I don't know which is current but the filing dates suggest that it's Industrial Way, which is more secluded.  Both are 15 minutes away from Hertling's Lancaster Drive house, which was Residential Program's registered office in 2014.  Hertling is listed as the only director of Residential Programs so it appears to just be his thing.  Note also from Residential's Facebook page that they seem to have moved from the Athens OH address to 1540 Coal Run Road, Zanesville OH 43701.  Suing won't stop this [***].  We need to get the FCC and/or the congressmen who forced Adrian Abramovich to testify before the senate to get involved.  There's an informative article on identifying Abramovich here: https://www.wired.com/story/on-the-trail-of-the-robocall-king/

I got the same call from an 845 area code, clearly prerecorded and probably a scam.

Kenneth Allen with his deep folksy AI apparently just doesn't know when to give up. Phone number appears as +13525252762 but the lady who I was transferred to says she in Vermont and calls herself Ellen.

They also appear as local numbers at times.

Got the same call from Kenneth Allen from 254-267-0754.  Was also given the 866-487-4515 number to call.  This is a business and he was told not to call back. I does sound like it's a recording.
