they have called several times and no one answers and i left the line open for several long minutes how ignorant is that

what dewdrop said. if you call the number, there is an automated message saying you have reached some sort of marketing company. press 1 and enter your number and they say they'll stop contacting you within 30 days.

i just began to recieve a call from this number and as per my norm i googled it. This is interesting as they have called me 3 times since I turned on my phone for the day. I sure dont expect an 866 number calling me so i let them leave a messege. They don't. usually they are automated marketers yes.computers suck at leaving messages in any detail, or at least of the one's that were marketers answered or had a waiting line. I called this number after googling it and read this. I got a busy signal. Even a bonifide collection agency has an hour of operations messege and when open for daily bussiness have the on hold please wait scenario we all know and oh so love. ;/  but once i know i'll holler a verdict. there are a lot of scammers just trying to sucker you out of your hard earned dollars and give you only grief in concern. if they keep bothering you just block the number with your service providers.
My opinion on this particular phone call. I know who should have my number and i gave no one permission to share it with out my due consent. have you? just something to help find out who is calling un wanted.

So yea. a telemarketer. Same thing you had described. press 1 and enter your number and a llow 30 to place you on a no contact list. So they will stop calling you. But it did not seem to give a bussiness name at all so i do find this aspect of the call as odd. No choice to speak to a person or anything. If you entered your number to tell them to leave you alone and have waited 30 days but they continue to contact you be sure to report them to the proper authorities to track thier number and stop them properly and lawfully.
