Apparently 800notes.com says a debt collection agency in Kelowna BC used by City of Vancouver -

Like previous posts said, ARO collects unpaid parking tickets for the City of Vancouver. Two key things if they call: 1) Do not confirm your name and address. 2) If you acknowledge an unpaid debt, you legitimize it and the waiting period that applies in your province kicks in. In BC that is two years. It used to be six years, but changed in June 1 , 2013. After that waiting period passes, a debt can longer be pursued. However, I read there are some less scrupulous debt collectors who will purchase expired claims and pursue them. Even if the debt has expired, if you admit in writing that you owe the debt, you are back to square one and the waiting period starts again.

You probably confirmed your name and address and admitted the debt. Then, they had you.

This company keeps calling asking for a Pardeep Dolay. I've explained on numerous occasions that I'm not Pardeep and I certainly don't sound like a Pardeep. They call up to 3-4 times a day.

Please block that number

I don't think this company is legit because they have called me and I don't have debt with any company. and they keep asking me for my name and address because they say they have to confirm the information they have in file. hahaha this does not make sense to me.if by any chance I had owed money to any company, trust me they will have all my information. This Company it is not LEGIT.

ALSO from Business Practices and Consumer Protection Act (BPCPA):

A collector must not communicate or attempt to communicate with a debtor, a member of the debtor's family or household, a relative, neighbour, friend or acquaintance of the debtor, or the debtor's employer in a manner or with a frequency as to constitute harassment.
(2) Without limiting subsection (1), one or more of the following constitutes harassment:
(a) using threatening, profane, intimidating or coercive language;
(b) exerting undue, excessive or unreasonable pressure;
(c) publishing or threatening to publish a debtor's failure to pay.
SEE Section 114 of the Business Practices and Consumer Protection Act

(4) A collector must NOT continue to communicate with a debtor
(a) except in writing, if the debtor
(i)   has notified the collector to communicate in writing only, and
(ii)   has provided a mailing address at which the debtor may be contacted,
(b) except through the debtor's lawyer, if the debtor
(i)   has notified the collector to communicate only with the debtor's lawyer, and
(ii)   has provided an address for the lawyer, or
!!! (c) if the debtor has notified the collector and the creditor that the debt is in dispute and that the debtor would like the creditor to take the matter to court.

Debt Collectors and collection agencies NOT allowed:
- make frequent calls that constitutes HARASSMENT
- verbal abuse or profanity
- humiliate or distress the debtor or anyone close to the debtor

Collections can contact debtor at work to confirm home address and phone
can contact them ONCE(!) at place of employment if attemts to reach them at home fail
Collector can contact family and friends to get a home address and phone number

Debtor must be given a written notice at least 5 days before action

Thanks for the post. It is nasty business; I was 4 minutes past 3pm, in a store around a corner, and they took my van AND my 21 foot boat and trailer with it, big bucks to get it out. What I was surprised at was the speed found out they sit at the hour, wait for the bylaw officers and hook up while the ticket is being written; some of the officers were getting a kickback. Total scam, great revenue for the city.

They call my 16 yr old daughter who doesn't even have her license yet and leave automated voicemails until they fill up her voicemailbox. Annoying.

They've been trying to get me to pay a debt for months and months.  I keep confirming my mailing address and telling them they need to send me documentation before they get a penny.  It's been over 6 months.  Looking a lot like a scam.

F+++ these guys. Don't answer.

I'm being pestered. I have a parking ticket. I got it because I refuse to re-pay when their useless meters don't register the coins. Something that happens about 20% of the time. Have discussed it with ARO, and the City of Vancouver.
Neither one gives a damn. So, now neither do I. People who think they have the right to steal my money get zero of my time or money.

You obviously have never lived on Vancouver Island. Most beautiful place in Canada.

I work at a hospital in the Vancouver area . The city of Vancouver is a joke - they were doing construction around the hospital and took half of our parking away ( people that save lives ) and because I wasnt exactly as measurement 100m away they ticketed my car -
What a wonderful way to come out of my 14 hour day saving lives.

And then this company, they call and call and call and call.

They left an automated message saying that they were using their location and tracing efforts for someone named "Raquel Marshall" and the law allows them to contact all references on file.  Stupid scammers.
