It went to a voicemail for a person who is no longer employeed by social services and goes on to tell you who to contact for that department??????

I record all of my phone calls on my Android phone using an app RECORD MY CALL.  This is very helpful in dealing with debt collectors and anyone else where having a record of the call is important.  

This number is from a debt collector collecting in behalf of Amex.  I ask the CSR 3 or 4 times for the address from which he was calling and all he wanted to give me was a PO Box.  After much persistence, on my end, he finally gave me Amex address in Fla.  I researched this and found that Amex has ownership, partially or wholly of a collection agency called, West Asset Management.  Headquartered in Omaha, 14 locations in 13 states plus an offshore location in Makati City, Philippines.  

I am NOT asking this company, or any company that is calling in behalf of Amex for proof of debt and assignment, because they will possibly be able to provide it.  I DID tell the CSR NOT to call my cell phone, but could contact me via mail, and made sure that he had my address.  Now I am logging  anytime that I am contacted from anyone for Amex.  I have an attorney and will sue them for calling my cell after they are told not to.   They will be liable for up to $1,500 for each call made.

Sounds like you work for this SCAM company!  No one should pay ANYONE that can't prove that you owe THEM!  I apparently could call you up today and say that you owe me $3K. I guess you would give me all the info that I want and pay me, because if you can't remember making the debt, you will assume that you have forgotten.  Wow, what a great business.
