I received a voice mail from this number and returned the call. I didn't give them any info other than phone number because they said they would remove it from their list. I told them I have never banked with IBC and I don"t have their Visa card.

I just called the number on the back of my card instead of the automatic dude on my voicemail. According to the lady she was just verifying my last purchases. I was hesitant at first, but better safe than sorry. Just call your bank and not that number.

This number is legitimate. I can tell because this number has called me before and it's always the exact same recorded voice, male. The message always includes a case number (at least mine has) and they request me  to call to verify transactions on my card. When I call, the automated system asks for my case ID or card number and last four digits of my social for verification, and when identity has been confirmed (the same process you go through with a live person, because by law a person cannot divulge any information about a bank account to anyone but the account holder, and not without first establishing identity), the system gives me a list of my most recent transactions, times, and dollar amounts, and I get to say yes, those are good, or no, those are bad, cancel my card. Now, you've got to ask yourself if they already have the information of my card number and my transaction history, why would they need me to verify anything? They already have all my information so they can just go and spend anything they want if they were truly scam artists! If they were scammers, why would they alert me to the scam?

...better to call the bank directly, or the number on the back of your card.

Automated call says it's from IBC.  Asked for info on my debit card that was involved with the Home Depot breach. I have already cancelled that card number and received a new card w/new number.  This is obviously a phishing scam.  Please look into this number.

Got a call didn't answer, and they didn't leave message. Any way IBC would not call they would send a letter, by mail that's what they did when the Home Depot problem so don't fall for those scammers, but I personally would go and get another new card because, those scammers already have your info, and ask them (IBC) to look into that # that is calling there customers. 8669289251

Received a call on my cell and work phone numbers one minute apart from this number (so they knew both contact #'s). I called IBC Bank directly and verified with them that the # 866-928-9251 is a valid number for their VISA fraud prevention department.  I was transferred to that number by an IBC associate and spoke with a Fraud Dept. rep who verified my ID by asking my DOB year and ZIP code.  I did not need to provide my card # because they already knew it (just verified the last 4 digits of the card is all).  They verified the card transaction that flagged the system as suspicious (it was an Amazon purchase that I do trans. with all the time--so who knows what algorithm triggered it as suspect), having said all that--its valid, but I would never provide them your full card number, cuz there are things that scammers can do to change their caller ID to match a valid number and pose as IBS (yikes!).  When in doublt call your bank and have them forward you to the dept.  If you ignore it and it is the fraud dept. trying to verify and you ignore it--the bank will freeze your card as a prevention of further fraud transactions until you call them back and verify if what they are seeing try to post to your card is legit. -This message is coming from a former Banking Operations Dept. Called and verified. Legitimate IBC Bank Purchase verification line. It is automated and LEGIT. I had made an online purchase for stuff from China that I had bought from before. Since it was from China, it got flagged and this is the kind of safety net I need.

This is VISA fraud prevention, calling about your IBC VISA debit card. It feels like a scam, so I called my local IBC branch and they confirmed it is a legitimate VISA fraud line - Not IBC, but VISA. The system is ^%#&^% messed up though, because they go about it exactly the same way scammers would.

Received the same type of call. They left a voice mail with the same claim that one of my cards had been compromised.
I called my bank and they assured me that everything was alright. They told me to be careful with scammers.

Since there's so many conflicting messages about this number, I'll give my experience as well (as of 3/22/16).
I bought a couple of expensive products in quick succession today, and received a call from this number almost immediately after ordering the second item. It claimed to be IBC, my bank, and asked me to verify some recent purchases on my card.
It was completely automated, and didn't ask me to input any sensitive information. Instead, I was presented with two questions to verify my identity. The questions were asked like this: What is your zip code? Press 1 for xxxxx. Press 2 for yyyyy. Press 3 for zzzzz.
After the questions, the machine listed the last five transactions made with my card (all of which were accurate), and asked me to press 1 if they were legit, or 2 if they were fraudulent. And that was it.

Just a quick addition: I called the number, out of curiosity.
Upon answering, the machine identifies itself exactly as "International Bank of Commerce Fraud Prevention Services".
So, here's what happens.
The machine asks if you want to continue in English or Spanish.
Pressing nothing proceeds in English.
The machine then says they're calling based on recent purchasing activity on my card.
I suppose because I'm an IBC customer, my phone number was immediately identified as tied to an account, and I was presented with the last four digits of my debit card (which were 100% accurate).

Again, everything is completely automated, and I was never asked to input any sensitive information to proceed. The information it provided regarding my account was completely accurate as well.
Maybe that'll help relieve some fears I'm sure people may have regarding potential scams.

This is fraud!

It's IBC's fraud detection department.  The electronic voice message says, "Call the number on the back of your card to verify".  They're just trying to make sure that only the authorized persons are using the card.
Got called past 3 days and when I finally took call, they verified all my transactions.  Good Bank feature!

Does anyone know how to get them to stop calling me it is a wrong number they have a women's name and I am a guy

It is legitimate. Just asks to verify use of IBC bank Visa card so as to not lock your card. Does not ask for any information they already have except to verify who you are. They ask for case number and you get sent to customer service who verify your recent purchases by date and location. Never asked for my CC number or card number.
