"Founded in 1999, the telemarketer keeps as much as 85 percent of every dollar donated by the public. It solicits for dozens of charities, including nine of the 50 worst named in the Times'/CIR series. .....
The telemarketer has been repeatedly disciplined by state regulators for misleading donors in its fundraising calls. Last year it was banned from soliciting in Iowa; last month it was fined $45,000 by Michigan's attorney general for deceiving senior citizens. The company denied any wrongdoing.

The company also owes more than $15 million in unpaid taxes to the IRS and more than $1 million in unpaid state tax." - Resident47As a commercial fundraiser, ACS is expected to honor an internal no-call list and add any number upon request. Break that order, the FTC declares, and ''the telemarketer may be subject to a fine of up to $16,000.'' They are also covered to a point by other regulations for telepests, so you can complain to the FTC about abandoned calls, bot calls to mobile phones, and so on.
Like all non-sales calls, these are exempt from federal and state no-call registries, even though the call centers executing the recurring campaigns are very much for-profit and pocket most of what is collected. At times the ''charity'' client is itself a closet profit enterprise, compounding the deception. This has been exactly the unholy business model attributed to ACS and its many sound-alike bogus charity clients.
Because the amounts collected are rather small, these call centers are quite motivated to repeatedly hassle you. The worst of the industry will "reload" a donor multiple times a year, preferring forgetful and easily confused victims. Most if not all such phone farms assume that your no-call order, when given verbally or by keypress, conveniently expires when a client's campaign ends.
In comments from November 2012 and June 2013 linked below, I've discussed simple steps I took to rid myself of a major pain fundraising boiler room by politely rubbing its face in federal laws. You will note that I never rely on verbal cease-communication demands.

I hang up on them and they still do not get the message and when I don't answer the phone my phone rings and rings, sometimes up to 20 rings. My telephone number is unlisted. How do they get your number? My telephone number is registered with the National Do Not Call Registry and I still get calls. I donated money through the mail to Children's Cancer and Veterans fund once and my nightmare began. Telemarketer Companies should be legally banned.
