    I've had lots of calls from these scammers over the last year and a half.  They used to use phony caller ID an gave me a phony number to call them back (I sounded suspicious.)  This time they gave me their apparently real number.  I called and got the same story from those I called.  You can also reach them at: 888-889-8025.  The sparse web site it at fcs-intl.com (had to search for it by their info.. they claimed to not have a site.)  They have call centers all over the HQ is in NY:
    616 corporate way suite 2, 3449 valley cottage, NYC 10989

    Other info: I'm on the DNC list (they didn't care).  I called Chase and they've never heard of them (they claimed to work closely with them all the time to lower peoples interest rates.)

    They must steal a lot of money from people.  Wouldn't it be nice if hundreds of more savvy people called their toll-free numbers just to have nice-long conversations with them about the legitimacy of their business?

    I just had the same call and googled the number the gave me as a call back.  Figured it was a scam that you can see when you google this number and this confirms it.

    This guy didn't have as much details as most people think.  Just general information that is a good guess for just about everyone.  Don't fall for the info he apparantly has on you.  Here's what he said:

    1) "My records show you have a Visa and Mastercard...." (Almost everyone has one of these cards. When I told him I only had one he didn't miss a beat and just skipped past it).

    2) He then said "his records show that we have a balance >3,500".  (Most consumers have a high balance. I told him that was correct, even though it isn't for us.  He didn't know the difference)>

    3) My guy had an african accent and said his name is "Tom" at ext 213.  Said he was based in Orlando, FL.  Gave me this number to call him back on to verify.  I googled the number and found this site.

    4) He also wanted would only give me the first number as being #4, and he wanted me to give him the rest.  (Every Visa card account I have ever had starts with #4, so don't fall for this.)

    5) These guys are obviously ripping people off.  Does anyone know who to report them to so they can get monitored & arrested?

    hii ppl i know this ppl and i know where they r exactly located but.. plz anybody who was qualified ( owe 3500 and his APR is over 10% )  IS HE GOT REALLLY lower interest rate on his crdit card.. its first time know they r charging from the card like  600 to 800$ >> but reallly i wanna know plzzzzz is anybody really  got lower interest rate ... and is tht really scam PLZZZZZ anybody answer and i will help you out .. i  SWEAR

    I just got off phone with them. I asked them to send me a confirming email and they refused. They said I had their "toll free number". I called my account and verified they had no connection. I reported them as a scam.

    Freaking punks just called me about 30 min ago here in Utah on 850 387 0474 number.  I talked to a andrew guy that was quite a talker with a heavey eastern indian accent.  Said the exact same things that everyone else heard.  We need to take these guys down. I called back and got a jessica lady that sounded like she was at home.  she said she was out of miami fl, and andrew said he was out of Orlando Fl. I luckily canceled my account.  Do not give any info to these guys they will take your money and laugh.

    I have them people! Maybe.... I got a call from "Unknown" and got the same credit card thing as what is posted here and many other sites. I was able to get a number from "Andrew" at ext.228 and found out alot with some yelling on one phone call and a *67 (why not use their own games and tricks) got me a "Corperate adress." The number "Andrew" gave me to call back was 877-283-8065 ext.228. The company is supposedly Finantial Consulting Svcs. One call receptionist slipped and said their call center is in Orlando Florida, so those of you in FL please do what you can to find and report. I was able to force an adress from one of the receptionists, they have to give it to you by law (way suprised that she did), and I have a company name of Associates of Rockland LLC. The adress is 616 Corperate Way swt 2, #3449 Valey Cottage, NY 10989. Another wet suit outfit (I think) with ties to or imports (or something) product from Austrailia I belive. Those whos skills are greater than mine please work this information over and see what other goodies you can come up with. They will for sure change their number and location soon. Lets see what we can do folks.....

    877-283-8065 supposedly the "Financial Consulting Svcs." and I got hold of someone who was helpfull. Their call center is in Orlando FL and the supposed corperate adress is 616 Corperate Way Swte 2, #3449 Valley Cottage, NY 10989. The company attached to that adress is "Associates of Rockland LLC. I can not find out much more... I will post more when I can. Good luck hunting all!

    Like everyone else, received a call to lower interest rates.  Claim to be Visa and Mastercard services, but was willing to also do my discover and American express.  Selected 1 to talk to a person.  Specifically asked if there was a fee for this service and was told no.  After giving info about my cards of which they already had some, I was told that someone else would call me to let me know if I qualified for interest reductions on my cards.  Before they called me, I found this website.  I called the number back and again asked if there was a charge for the service and this time was told no there would be no charge to me.  I questioned farther because of the info on this site and was told that there would be no charges on my cards.  The second person called back and I again asked if there was a charge for the service and again was told no.  Then I was told a third person would be calling to verify that I was the card holder and to let me know what my new interest rates would be.  This person called and started by saying he would be saving me a few thousand dollars over the course of a year.  I then asked if there was a fee for this service and that answer was not a "direct fee".  I asked what do you mean by not a direct fee and was told that a $900 charge would appear on my credit card.  Correct me if I'm wrong, but a charge to my credit card is a direct fee to me.  His argument for paying the fee was that he would be saving me more than that in just 3 months which is just not true.  I do not pay any where near $900 in a 3 month period in interest on credit cards.  I told him to do nothing and do not charge anything to my card, that he did not have my authorization to charge anything to any of my cards.  Even if the company is ligit and they could save me money, I will not deal with a company that 3 people had already out and out lied to me about this fee not to mention the 4th person who tried to convince me that the fee was worth it by estimating high on the interest I am currently paying.  He claimed that I had been told about the fee.  We argued about it for a few minutes and I finally just said do nothing and do not charge anything to my cards.  I then said I am hanging up now and hung up on him.  I have called one card and there has not been an attempt to charge anything.  I was told if they do not have the security number on the back they can not put a charge through.  However, I am watching my accounts very closely, even more so then usually because of this.  These are the numbers that I received calls from for this company: 402-982-0539 (Liane Evans and the person on the phone was Rebecca, said she was located in Orlando, FL), 850-387-0474 (was a supervisor, can't remember his name, caller Id was Panama City, FL), the last person called me from 850-387-0474 as well and the caller Id was Paul Blake.  The number I was given to call Rebecca back with was 877-283-8065, extension 257.

    Beware!!  If you pay your bills on time and call the credit card companies yourself, sometimes you can get your own rate lowered.  When I spoke with the bank for one of my cards, the rep there said these companies get your money and the rates for your cards never actually get lowered anyway.

    As stated above I too was a VICTIM of this "Financial Consultant Services" (877-283-8065 with two Ext #'s 352 and 251)whereby an individual with a foreign accent related they were a service of Visa / Mastercard / Citi and stated that I qualified for a lower interest rate.  They pressed me for my card number...at one point in time they stated my first six numbers then asked for the remaining numbers.  I asked to speak to their supervisor (Derek Sedner and Patrick Sercer)...after much haggling they KNEW my balance and available funds on my card.  They pressured me over and over...Like an idiot I caved...My only saving grace was I immediately contacted my bank and had the card canceled with a new one to be issued.  Please be careful and don't submit to this fraudulent activity.  Never ever give out your card number (s).  Thank you all for your effort to notify the general public!

    Caller from Financial Data Services called my wife at home, asking for information about credit cards so he could lower our rate. She called me at work on other line, and told me what he wanted, so I had her tell him to call me at work. He also provided 877-283-8065 as callback number - ask for Derek Fedler. He called my phone, and it gave callback number as 850-387-0474. He asked me to provide card information. I said I wasn't comfortable giving that information out, but that I would call back on the 877 number. Found this site through google, and am looking to find a way to report them to authority. Thanks for the info.

    Call received 1/18/2010 offering to lower my interest rates, stating that they had record that I/we owed more than $3000 on a card and were offering 6.5% on all balances. Information about the cards (both mine and my husband...no problem that I was not the card holder) was asked. He had (thought he had) the first 4 numbers on my cards...maybe had one...and asked me to verify. I had to ask him numerous time to repeat his questions and the numbers.....foreign dialect, sounding Indian possibly plus also poor ph connection. I was curious and aware enough to not give him any new information and became more and more suspicious when he asked me to fill in so many blanks. Red flag when he wanted/ HAD TO KNOW if the card was still active and not torn up. From the beginning, I asked the name of his company.....searching while we were talking....finding nothing on the internet...asked for their web address....which he said his supervisor would give to me when they called me back...but he needed to verify that I met the requirements for their offer. When I explained to him that he did not sound legit and that I would end the call unless I was convinced that they were legit, he handed me off to the supervisor.....who gave me the name Visa and M/c Financial Services but with the words reversed. Still nothing came up by this name....but a similar and negative report did  come up by using the ph number. When I explained to the operator that the report on the internet was bad and that it was saying they were trying to steal my money, the supervisor hung up. Out of curiosity, I called the number which was answered as  Visa and M/c Financial Services.  I then talked with the talked with the "representative" who answered the phone, expressed the same concern and noted the internet comment....she seemed unwavered and was a more convincing...EXCEPT that, one of the criteria for their calling me was that we had been paying on time for more than 6 months. Her claim was that there were gong to convince my credit card to lower my interest rate...out of the goodness of their heart?? then she did mention a fee to me for accepting the offer...there it is!!.....which I could not get the first guy to admit to....AND that there was no guarantee that the cc company would accept the request to lower my rate.  When something sounds too good to be try......it probably is. So, I thanked her for not hanging up on me and for answering my hard questions..then explained that I did not feel that they had any leverage with the credit card company to lower my rates....and said good bye.

    Received call, sounded like Asian or Latino woman, very poor phone reception, hard to make out much of what she said.  She starts out by saying that you have been making your payments on time, and they can offer you a reduced interest rate.  Then she asked which card I used more, VISA or MasterCard.  She asked what was the expiration date.  So, I am thinking maybe get a lower credit card rate on a new card, expiration date is not damaging by itself...  So, then she asks for the account number.  I said that I was NOT going to give that to her over the phone, I don't know her, and that goes against all of the advice (that has been given to warn people about giving out personal account information, etc. over the phone).  She offered me her phone number and extension.  I said that I would call her back (after checking it out some more, but definitely NOT planning on going through with anything at this point).  She then tried asking me to call her from my cell phone while I remained on the phone with her.  I hung up the phone, went to the computer, typed in the number, and here is the 800notes.com webpage confirming the M.O. of the caller.  Beware!

    I just got a call from 877-283-8065 x 224 Julia.  Same fraud.  If you have a combined balance over $3,500 and have been making your payments regularly for 6 months we can lower your interest rates to 6%.  I'm a smart person, but I seriously was just looking at information to lower my interest rates not 5 minutes before they called & so I was immediately sucked in.  They knew I had 2 cards with Bank of America & were able to tell me the balance on both cards.  
    But, when they told me they were going to have to call me back to complete the interest rate reduction, I was suddenly very suspicious...too late at that point, though.  I didn't give them expiration dates, security codes, or even names on the cards...but I called and cancelled the cards just incase.  Bank of America said they NEVER solicit via phone or online and it was most definitely a fraud.

    As I type this, the call back just came in from Florida: 850-387-0474.

    I knew better...Grrr at myself!

    They claim to reduce interest rates but just shuffle your own money back and forth on your available credit lines that have lower promotional interest and SLAM you with a large FEE...

    Same thing happened to me. He gave his name as Charles Gomez but he sounded just like Indian.He gave me the 877-283-8065 number to call back. I sad I was not comfortable given my credit card number and I hang up. They called back a minute later and he asked me to speak with his supervisor. He was an indian to. I start telling him that i couldn't trust them and he hang up.

    Can't believe I got sucked in. Same story different names, Chris from 1-877-8065 ext.238 called kept telling me I could lower interest rates,  would charge my Visa 995.00 to save me 3,000.00 in interest I kept telling him I wasn't comfortable, finally i said yes. Banks were gonna call me on a conference call, at that time I called both card company's to cancel cards. Also talked to Justin Davis @ 1-888-826-1162. They called back again this time it was Alexander Hamma with an address of 616 Corporate Way Ste 2, Valley Cottage, NY 10989. He read me back what they were going to do. When I told him this was a scam and I had cancelled cards he called me a liar and told me the charge went through. Hung up the phone and immediately called card co's back and no charges went through. I can't believe this!!!! caller ID came up Panama City Fla.
