    Got a voicemail from "Randall" about my BGE (Baltimore Gas & Electric) bill saying to call back IMMEDIATELY. The call was from a number in NJ but the return number was 877-812-1615. Seems to be a utility scam.

    Almost certainly a scam.  My phone number is in a National Grid area, but I haven't had a National Grid account for YEARS.  If you are concerned, call National Grid at their official customer service/billing number, and never the one provided over voicemail.
