They have two (2) seconds to respond when you say Hello.  If there is no answer within 2 seconds.  The company may be reported to the FTC as an abandoned caller. This is illegal and it doesn't matter if they are a valid caller or not; this includes.  Robo Calls (see: https://800notes.com/news/new-rules-for-robocalls ) Established Business Relations (EBR), Non-profit callers, Debt Collectors.  Of course, if it's a friend, you may want to give them some slack. ;-)
These calls may be reported to the FTC; Fraud calls should be reported to the FCC; but, most fraud still should be reported to FTC.  If you don't know which, report to the FTC.

EBR calls: Send a registered letter "requesting" them to cease; if they don't stop after that, contact your state's attorney general.  If they are an EBR and calling because you owe them money, see your rights below.
Fraudulent Non-profit (ex: Company offers vacation; but, are really trying to sell something) report to FTC.

You have many rights covered by the laws of this country and your state, (see: https://www.google.com/search?sourceid=chrome&ie=UTF-8&q=TCPA) for additional information regarding your problem.

    Hope this helps...

File a complaint with the FCC. If they get enough complaints, they will take action. The address is http://esupport.fcc.gov/complaints.htm?id=d1e37.

Call purporting to be from Centurylink and offering a reduction in long distance charges.  Checked with Centurylink and they had no program going on.  Same old TM bs.

they told me the were from centurylink, when I told them I had to call centurylink myself that I was not allowed to verfy info over the phone unless I knew it was the company stated they told me they were not from century link but had permission to reduce my long distance rates. I just told them no and hung up.

Called claiming to be from Verizon Business Services, and that he could put us in a cheaper long distance plan for all our lines.  Sounded legit until he asked me for the phone numbers to the other lines.  If he was from Verizon, he would've already had that info.  Then he wanted to bring a 3rd party verification service on the line.  Verizon doesn't do that.

Answered the call, then dead air. When the guy came on, he asked for "the person who handles your AT&T account" - i just transfered him to an extension we set up for sales calls. Its hilarious when they call back and ask for that extension!

More people claiming to be calling from my phone company, but if they really were they would have the owners name on file. We get about 10 or 12 of these a week from various numbers, all claiming to be from one phone company or another about our service. None are real, if they were they would send a letter.

Called, claiming to be from Century Link to reduce my bill. He asked me to verify that I was authorized to make changes on the account by giving him the name of the person on the bill. I gave him a made-up name, and magically it was the right one!
