Paying over the phone is the best way to make sure that money gets credited to you and not someone else by mistake.

There are regulations that they MUST FOLLOW adn if they do not they are in violation o fFederal adn many State statutes if they aren't upfront and honest with you. IF YOU owe medical bills for real and were sent to collections: YOU DO NOT HAVE TO PAY THE COLLECTIONS AGENT, PERIOD. You can contact the original debtor and pay their billing department. Don't feed the collection trolls any more money, make payment arrangements with the original debtor and keep the arrangement.
I have unpaid medical bills I admit that, but not by any fault of my own. My employer adn their insurance providor abcked out on their promised obligatino when I could not return to work adn was terminated. Identify themselves and notify the consumer, in every communication, that the communication is from a debt collector, and in the initial communication that any information obtained will be used to effect collection of the debt[23]
Give the name and address of the original creditor (company to which the debt was originally payable) upon the consumer's written request made within 30 days of receipt of the §1692g notice;[13]
Notify the consumer of their right to dispute the debt(Section 805), in part or in full, with the debt collector. The 30-day "§1692g" notice is required to be sent by debt collectors within five days of the initial communication with the consumer, though in 2006 the definition of "initial communication" was amended to exclude "a formal pleading in a civil action" for purposes of triggering the §1692g notice,[24] complicating the matter where the debt collector is an attorney or law firm. The consumer's receipt of this notice starts the clock running on the 30-day right to demand verification of the debt from the debt collector.[13]
Provide verification of the debt[25] If a consumer sends a written dispute or request for verification within 30 days of receiving the §1692g notice, then the debt collector must either mail the consumer the requested verification information or cease collection efforts altogether. Such asserted disputes must also be reported by the creditor to any credit bureau that reports the debt. Consumers may still dispute a debt verbally or after the thirty-day period has elapsed, but doing so waives the right to compel the debt collector to produce verification of the debt. Verification should include at a minimum the amount owed and the name and address of the original creditor.[13]
File a lawsuit in a proper venue If a debt collector chooses to file a lawsuit, it may only be in a place where the consumer lives or signed the contract[26] Note, however, that this does not prevent the debt collector from being sued in other venues for violating the Act, such as when the consumer moves outside the venue and a letter demanding payment is forwarded to the new address, even if the debt collector is unaware of such a change in residence.[27]

No one should pay ANYONE anything unless they are sure they are dealing with: a legitimate debt collector (way too many scams out there, jerk) and that the debt is still legally owed (way too many companies buying debt that is past the statute of limitations and still doing their best via deceptive practice to get people to pay things they don't owe.)
Then, of course, there are the people you are contacting that owe nothing, and you are just swimming through anything you can to get in touch w/someone who many or not be the person you're looking for.
See, if you followed a little common sense, and all the laws, you wouldn't have to come onto websites like this and attempt to justify your actions. Every time they call I will be filing another complaint. - 90 unhappy callsI got over 90 phone calls from this number. No message. In early start of calls they asked for someone not at this number. I told them this person did not live here. Please take me off the calling list. Now I get 3 to 4 calls a day and this has been going on for a little over a month. Office must be closed on Sundays. Was so unhappy that I called them back and just let them talk until they hung up. I did this for every call they made to me. There was so many calls that they no longer answered the phone. No real solution. Only a temporary satisfaction of returning the harassing phone calls. One wrong with another wrong makes two wrongs! I hope they contact someone that will stop this nonsense but who knows?

- MizB2RThe best way to put companies like this out of business is to pay your medical bills if at all possible, but if you can't, don't deal with the harassing collectors, instead pay the organization you owe the money to directly. If it is a hospital or doctors office- they won't turn away your money no matter how delinquent you are. And if the collection agency threatens you into paying them by telling you that they only way it will be removed or closed on your credit report is to pay them, this is also a lie. If the debt has been satisfied or paid in full you can dispute it with the 3 major credit reporting agencies (Equifax, Experian & Transunion) directly. And under the Fair Credit Reporting Act a fully paid debt will have to be removed or indicated on your credit report that it has been paid/closed. Collection agencies make money off of the hospital systems/doctors that hire them to collect, or they will charge you interest on the debt. Typically, a hospital or doctors office will not charge you interest on the balance you owe. ALSO, important to note you are entitled to a FREE copy of all 3 of your credit reports once a year at www.annualcreditreport.com or you can also link to it from www.ftc.gov

Not all people who owe money for medical bills are 'dead beats.' Often people find themselves in the hospital or receiving medical care as the result of an accident, surgery, or other unfortunate medical event that required them to seek medical treatment. Some patients don't have insurance, or if they do they have deductibles and co-pays that amount to more money than people have on hand or amounts that will quickly exhaust their savings. Especially in the currect economic state many people probably opt to feed their family, pay the electric bill, make the car payment, mortgage payment, or pay the rent before paying doctor bills. I work in healthcare and I'm involved in the revenue cycle, so I see it all the time, but I have a little more sympathy than a bill collector does. Thank goodness. Hope you collectors never find yourself in the shoes of the so called 'dead beats' because someone might just be calling and harassing you.
