It seems that Suite 1300 at 700 Milam St. in downtown Houston has been available since January, 2015 and, as of 12 days ago, is still available.
Mr. Jonathan C. Frank is, in fact, according to his LinkedIn profile, a practicing attorney in Houston. His listed areas of specialty would fit for someone who is actually a debt collector. However, he indicates that he's only been in the business for 10 months.
Interestingly, he also claims to own a car dealership in Georgia (Five Star Motors). There are 2 car dealerships under that name in the Atlanta area. An attempt to locate the dealership in Suwanee via Google maps ends up in a gated residential community of McMansions. An attempt to locate the dealership in Lawrenceville ended at a medical office plaza, specifically at a physical therapist's office.
All in all, this outfit has too many shady things going on to suit me. In addition, the phone messages that have been left use the same script as other scamming bill collectors described elsewhere on this site. So, bottom line, I shall continue to ignore them. However, should they opt to call my office number again, I shall take whatever legal actions are available to me.- Caller: Law Office of Jonathan C. Frank

I would like to confirm the authenticity of the call you received and assure you that it was not a scam. I am a licensed attorney and part of my practice involves debt collection. If you receive a call from someone claiming to be from my office and there is a lack of clarity on the purpose of the call which causes you to doubt the authenticity of the call, please ask to speak to me and tell the caller that you will not respond to any questions concerning your debt until you are transferred to me. If there is any tactic, call, message, or communication that you deem to be unscrupulous from my office, please ask to speak to me so that I can get to the bottom of it immediately. Anyone that calls your phone from my office to collect a debt has been trained and understands the rules and laws that govern the debt collection practice. With that said, I am fully aware that roguish calls do exist in debt collection. I have no tolerance for it and act with swiftness and firmness when I am made aware that a call of that nature has come from my office.
The website does exist and I'm not sure why the domain suggested that it was for sale when you attempted to view it. I have not seen or heard about that problem and can't explain the website issue you experienced.
I sincerely consider what you have to say and want to thank you for your feedback. I will include more training sessions to correct the type of experience you may have had. Some Tips:
*Keep all messages
*Take a picture of your Caller ID
*Keep any and all conversations recorded to your states recording laws, some require they be told, others do not. This can be transferred to a recording device.
*Keep a notebook handy for writing time,date, who you spoke with and what the conversation detailed.
*Check your SOL for your state as well.
*Attorneys need to be licensed as a DC to collect, all DC's must be licensed in their state as well as yours if different.

- Jonathan C Frank replies to Jim R.Good evening, Jim. I commend you for your due diligence as I exercise the same level of diligence when dealing with skepticism. I would like to address the causes of your skepticism that you eloquently stated in your post.
First, I can tell you with great certainty that I am at the address that I claim on my website. This is the same address you correctly indicated in your post. You are welcome to come up to visit at any time from Monday through Friday in the hours between 9:00-5:00. I try to operate as transparent as possible with my clients or anybody I do business with. There will not be a situation in which you won't be able to find me if you would like to meet me. Please do not receive this invitation thinking that there is sarcasm attached. I say this with great sincerity.
The dealership you speak of is also in fact correct. It is not a large scale operation or even a medium-sized operation with little inventory. It is just something that I got involved in to make some supplementary income and create opportunities to get good deals on cars. I can tell you that The State of Georgia does not hand out automotive dealer's licenses and it took a great amount of effort to obtain one. I can also tell you that The State of Georgia has strict compliance when it comes to regulating the industry and if I had a location for the dealership that did not meet The State of Georgia's standards upon their in-person inspection, it would have gotten shut down.
If someone from my office calls you about a debt, you should take the call seriously because I do what I can under the the rules and regulations that govern to collect on that debt. Confusing my law office with a scamming collection agency and ignoring a valid debt will be a costly mistake. As a licensed attorney, I can assure you that my knowledge of the rules and regulations is comprehensive. My knowledge on how to litigate debtors that don't pay their debts because they don't want to pay is also comprehensive.
If there is an error on my office's behalf for a debt that is brought to your attention on a phone call from this office, please notify me as soon as you can. If you receive a call from my office where there appears to be a lack of decency, professionalism, or respect for you or the rules and regulations, please notify me on that call. Tell the caller that you want to talk to me and only me. Once I am on the phone, tell me the caller's name and we can discuss the problem. I'll play the call, review it, and fix that situation in a matter of minutes. I strongly discourage these types of calls and do not allow it whatsoever.

- Jenny P.I sure wouldn't talk with a stranger on the phone about alleged debt - that would be foolish and pointless. I only pay bills that are in writing and arrive in the mail. It's none of my business until it is in writing. Send me a bill or forget it.

- Jane S.He left a message on our machine recently also, said he's left several messages. This was the first one. I found complaints on another site, nobody can get written confirmation of the debt, in fact most complaints said they wouldn't even tell them over the phone what the debt is for, they asked for a debit or credit card number to pay it. You have to confirm the debt in writing Mr. Frank! Not some bogus phone calls!
