I already left this same message on "whocallsme.com", but as I see this is an active forum I think you may find my information useful in someway, or if not just another experience to add to the pile. I'll proceed to copy/paste the experience I shared there.

I'm from Venezuela, currently looking to immigrate to Canada. I was called by this phone number on October. First it was a man with an oddly mechanical voice telling me that I left my Canada immigration forms half-answered. I was concerned because by that time I wasn't investigating about going there yet, nor was I filling any type of forms. He said that I left various subjects unanswered, like the credit card number one. I told him I didn't fill anything nor visited his page, and he said "Sorry, thank you for your time" and hung-up.

I've had more missed calls from this number, but I wasn't there to answer them. The other day (Thursday) they called me back. I answered and this time there was a automatic answering machine telling me options. It said if I was interested in immigrating to Canada I had to press 1. I did so and "Vicky" took the call. The sound of a busy office could be heard, but that could be a recording. After saying my name she asked me if I was interested in immigrating to Canada, I told her I had received a call from them before but that they had told me I started filling forms, which I didn't. She answered that yes, in her registers I did that in October, and that she could erase my name from their registers if I wasn't interested. I told her that although I didn't fill that I was actually interested in going to that country, but that obtaining the visa was hard. Then I started explaining my situation, but she said that before anything I needed to answer some things. So first she asked me about my level of education. She wasn't done saying the options when the call was hung-up. I didn't do it, nor the cost from the call was charged to my phone, so it means they did it.

I don't know if they were going to ask for a credit card number next, but I just feel something is wrong with them. I never filled any form, and they still knew my name and phone number (which nowadays you can easily get from the internet). I've read from other pages that other people had a similar experience, with Canadian immigration or greencards.

Everything points it's a scam, in my opinion, so I won't answer again. You should do the same to take care of your interests.

I got a call from this number too I am here in abu dhabi i was busy in the office on the other phone but when I said hello to this number all i heard from her last words was goodbye so strange

I had a call from this number 9179798908 last night.  Same mo as above. Felt freaky the voice. It was computer generated. I'm from south Africa.

Read the posts above yours.  Its a scammer calling random numbers looking for someone who will give him their personal information.  The scammer wants to use your information to spend all of your money and to commit crimes in your name.

The scammer is using a robo-dialer to call several numbers at one time, trying to get someone to answer the phone.  He leaves it running while he is talking to someone.  That's what happened to you.  The scammer was talking to one call when you answered.

Same here. live in Johannesburg but deal with a lot of international clients, so international nos. calling me is not out of the ordinary. answered the call but no one was on the other side. after a few seconds a voice said: "good bye".
