I missed the first part of the message (wherein I assume they identified themselves as law enforcement or some debt collector), so obviously they start their recording going as soon as the machine answers the phone.  A computer voice, (words individually recorded and spliced together) said I would be arrested by "cops" if I did not return the call as I had four serious allegations against me.  Obvious scam of some type.

Sounds like the IRS scam.  They use that phrase a lot because they are ignorant over there.

I got the exact same message, and did not here the beginning either
