Well done. Do not click on any link. I got one this morning from ICM Background checks:

Bad Things From Your Past Have Been Posted Online
    Brace yourself for the worst

At 12:30pm (eastern time) damaging information was posted publicly that could hurt you.

Don't let people see this by confirming your person record ID# here:

I second CD on this. Download maleware bytes, you can find it over on file hippo - free download. Run it and run your antivirus now!  You have no clue what they could have installed on your comp. I f you don't feel comfortable doing that then take it to a real tech you can see face to face!

Never, ever open something from unknown sources like this!

To arrest them you have to find them.  Many of these scammers are located in India, Pakistan, or some other 3rd-World country where scamming dumb Americans cannot be caught.  Their local law enforcement does not cooperate with US law enforcement.  They will not be caught.

I got the same email from ICM. I did not open it. I googled ICM and can not find this company. I get an email from them every other day. It seems to be a scam. Also the email is never in my inbox, I only see it while I am cleaning out my spam.
