    Domains by Proxy is one of several companies that register domains for their clients to block whois searches from identifying the client website operator.
     using tracert (windows console command) or traceroute (linux) may tell you where the server hosting the site is located

    That address is simply a UPS store that most likely has post office boxes and one is used by domainsbyproxy.com. "PMB 309" is probably post mailbox #309. An intrepid person could try to see who picks up the mail there, but I speculate that would just be a person responsible for the domain server, not the person who runs the website. Still, there ought to be a process to hold that domain server accountable for any scamming websites they host.
