Of course law enforcement has to call a cell phone to find out where it is. If the cell phone has been turned off by removing the battery, or the battery is dead, or is stored in a metal container, there is no signal to track.
Some law enforcement has devices are called "Stingray" - these are actually portable cell "towers" that can intercept cell phone calls.

- bratI got a call from this number if you want to call it a number on my cell phone. I answered it with my blue tooth so I had no idea until I hung up that it was a ooo number. They asked for my by name and ask if anyone in my house had a hip replacement. i hung up. I can block those nuts on my house phone but will have to figure out how to block them from my cell .

I have them blocked so I don't know who it is but I can assure you the police absolutely do call asking for money. But it's the police union, The Fraternal Order of Police (FOP) that calls for donations, not the Police Department which as you say gets their money from taxes (and tickets.) I have the FOP blocked now too.
- AnonimouseI am good at digging things up, and discovered this may be an old Chase bank line They suposedly discontinued it, but people still get phone calls from it... includeing me. Not shure how that works yet, but thought it was interesting and potentialy helpful. I will continue to track this.

I laughed back at him, when he asked for me and laughed again i laughed back at him and told him no. He again started laughing and started to say something however i ended the call.

However, many phone manufacturers, Panasonic particularly, allow you to block calls using software resident on their telephones. I blocked the 000-000-0000 number earlier today and am still receiving calls from them, which are blocked, about every hour.
- BunchI just got a call from this number ; 000-000-0000. She said she was with MNI and knew I had purchased a Manufacturers Directory from them in the past. I was suckered! MNI that I know is MANUFACTURERS NEWS INC. and I had recently purchased one of their publications. She said they were starting a new internet system and wanted to send information and wanted feed-back. Gave her our email address and then she wanted to confirm information and ask unrelated questions. Told her she sounded like a scammer and not send anything and we would not help them.
I have to do the *69 to get the number after hang up. I knew then that it was fake.
A few minutes later I got a call from another woman with an accent. She said she was with Manufacturers Guide and tried to confirm I had a conversation with them. I said No I did not until she finally went away. The number she was calling from was; 201-312-6893. Wish there was some way to stop these people.- Caller: Manufacturers Guide ?

It is perfectly legal in the US to spoof your callerID as long as you are not seeking private or potentially valuable information (SSNs, credit card information, etc.).
Spoofing 000-000-0000 is a normal spoof and the most used of any CID. This could be absolutely anybody.
Also FYI, it is perfectly legal to spoof ANY callerID as long as you are not attempting to commit fraud. Literally, no joke, you can pick a number "out of thin air" and it is NOT a crime.
Best wishes. - The Daily Skip Editor replies to Telco ExpertNothing could be further from the truth. The Truth in Caller ID Act was revised in 2009 and no business can spoof caller ID PERIOD.
The 000-000-0000 format comes from VoIP robo dialers, predictive dialers etc which allow a user to set the outgoing caller ID. Many don't know they are in violation of the law.
