Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt. It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes. The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.
So what you must do is this:
You need to send them a certified, return receipt debt validation, cease and desist calling, or "not me" letter. You also need to report them to the proper agencies to which I have provided links to. Then you need to go out and get a consumer lawyer to sue them on a contingency basis (no money out of your pocket) and let them pay you for the harassment. If everyone did these three things, these crooks would be bankrupt and we would all be the richer for it.
Please note that both you and your father have the beginnings of an FDCPA lawsuit which will get both of you some nice cash for the harassment.

When someone calls from Georgia and the caller ID shows a Pennsylvania area code, it is called Caller ID spoofing. The Caller ID shows one place and the caller is calling from somewhere else, usually overseas. I reported this number to the Consumer Financial Protection Bureau and it came back a scam. These people are not registered to do business in te US or in PA. Don't give them any information.

However their office is located in Georgia. Anyone with a smartphone can easily see this is a scam with about 2 minutes of research. I have been going through this for the last 8 months...several companies have been calling me threatening legal action against me for debts that I do not owe. Every time I get rid of one, another one tries again. I did research and at some point during my online life my information got phished. Usually this happens when you either apply for a payday loan, or inquire about how to get one. The assumption is if you are looking for short term cash at that ridiculous interest rate you aren't financially stable and may have an overdue debt or two. The company that took your information then sells it to these scam companies, and they take shots in the dark hoping to scare someone into paying. The point is don't let them scare you into paying them. Even if you do owe a debt, this is not it. You will end up paying these scam artists, and the original creditor/collection agency to which you owe your legitimate debt. My experience is if you keep calling them back and harass them as bad as they harass you they will stop bothering you. They're in the wrong, not you, so feel free to have some fun with it. I've never paid one of these; I still have perfect credit and no sheriff has come banging down my door to serve me papers.
