Some thick headed and thick accented lady called me today to help me get my free grant from the government.

I gave her the what for and hung up.

then when I called back (multiple times) all I get is a "all circuits are busy" message.

Report these people to FCC http://esupport.fcc.gov/complaints.htm enough complaints and something will get done. Venting here is enormously cathartic, but better is to shut them down.

I found that some of these characters put our numbers  on a automatic-dial setup .  So I tried a couple of things that seem to really work.   One is to find a phone number that has disconnected and when I am going to be busy or just going out I Call Forward to this number and all these dorks are gonna get is a message that the number has been disconnected.   If I feel playful I do the same thing but Call Forward it to the local Weather Number is my area and all they get then is the Time, Temp and Forecast for the greater Metroe area fo the TWin Cities...Lol...not real exciting this time of year but it is time consuming!!

This number is calling, hanging up, they are located in Port Saint L, Florida.  What can I have done about these unwarranted, unsolicited calls with breathing, and no response?

This number calls my phone at least 5 times a day. I do not answer but it drives me crazy. I tried calling back and pressing 2 like suggested by others but when I call back it says all circuits busy.

Two things to know from a former telemarketer: 1. The National Do Not Call List in itself is a scam. It's only updated yearly and if you don't call in to have your name added to it yearly then it doesn't retain your name from then on. This recycle time for this list is based to reset around time that the new CD's (what call lists are on these days) come out for sale. Also, the National Do Not Call List only works for companies that are based in the U.S. Another law that is put on telemarketers in the US is that they can not call your house past 9pm (YOUR local time). These last two things should tell you that they're not calling from inside the U.S.

    2. When it seems as though someone has hung up, realize that the person you would be talking to simply hasn't been connected with yet. The auto-dialer is a separate computer system that does all the work for the caller. When it calls you, the person that it's calling on behalf of might still be on a call with someone else. The auto-dialer just goes down the row of callers until it finds one with a line that isn't being used and then connects the call between your line and their line. In this time, you've probably said "Hello" a couple times, gotten disgruntled and finally hung up. Try waiting up to about 15 seconds for a live person to come on the phone.
