Section 809 of the FDCPA http://www.ftc.gov/bcp/edu/pubs/consumer/credit/cre27.pdf requires 3rd-party debt collectors to give debtors written notice of debt (the key word is *shall*) :
"§ 809. Validation of debts
(a) Within five days after the initial communication with a consumer in connection with the collection of any debt, a debt collector shall, unless the following information is contained in the initial communication or the consumer has paid the debt, send the consumer a written notice containing—
(1) the amount of the debt;
(2) the name of the creditor to whom the debt is owed;
(3) a statement that unless the consumer, within thirty days after receipt of the notice, disputes the validity of the debt, or any portion thereof, the debt will be assumed to be valid by the debt collector;
(4) a statement that if the consumer notifies the debt collector in writing within the thirty-day period that the debt, or any portion thereof, is disputed, the debt collector will obtain verification of the debt or a copy of a judgment against the consumer and a copy of such verification or judgment will be mailed to the consumer by the debt collector; and
(5) a statement that, upon the consumer’s written request within the thirty-day period, the debt collector will provide the consumer with the name and address of the original creditor, if different from the current creditor."

Yes it is.  I wrote a 25 ck to Butternut Bread and it bounced.  Instead of sending it to me for payment, they turned it over to an attorney in tim-buk-too who took me to court for it and charged almost 200 in fees.  The slob who went by "Natalie"  took the money out of my bank account and left me broke - flat broke.  Yes, if they have an Order from the court, the pricks can take you to court and then empty your bank account.

Calls 3-4 times daily.  Never leaves messages. This borders on harassment.

Every morning we receive calls from h hollis (785)228=5601 and todaY I prexssed * to get a call back so I could speak to someone then it expressed I would be charged for a colect call then hung up. I never autherized a COLL3ECT CHARGE THEN OPERATER ASSISTANLCE CALLED WHEN I
TRYED TO EXPLAIN SHE SAID IMM A OPERATOR AND HUNG HUNG UP ON ME

If this guy is looking for deadbeats on student loans taken out fraudulently under my phone number..he needs to do his research more carefully..because the person he is looking for hasn't lived at this location or near it for several years. He is a local debt collector and he needs to research his collection better...my loans are paid on time.

These people do go to court and they do get  judgments  and garnishment orders.
So far as I can make out from the complaints I’ve read, this Hollins group  files cases first, and then backs off   if the party filed against,  fights back.    There are complaints that he fails to serve people properly (sewer service) and gets judgments without the defendant knowing anything about the case.  He apparently relies on defaults.   This group  just loves to garnish wages.     Anyone dealing with this group should have legal counsel.    These people are serious debt collectors.  Their employees are pretty rude and abrupt.  If you are served with a proper summons and complaint by someone licensed to serve process in your state,  make sure you answer it.  If you fail to do so,  you run the risk getting a default judgment.

Has been reported to the admin for not only posting someone's PERSONAL info, but also for advocating harassment. Two wrong do NOT make a right

I was making payments and they would call 5 to 7 times a day and when I wasn't paying as much as they wanted me to they would get hateful and talk down to you and then hangup and not even 5 minutes later call back demanding more money
