Apparently they are a real collection agency for the state of CT. I did not turn my license plates in upon moving out of state. They found my telephone number and called to say I owe taxes on my auto:

It is a collection agency just as they state. But as all agency they never give any information until you give them your total information plus a first born. thus it is hard to get them to stop calling.
If anyone has an address you can write a "Cease and Desist Letter" and the ruling in the past was that collection agency were required to stop contacting you. Since i got my new Cel Number, i get endless calls from ELSCPA collections

    Good Luck

I found what i was looking  for the public law
"You are hereby notified under provisions of Public Laws 104-208, also known as the Fair Debt Collection Practices Act, that your services are no longer desired"
This tells collection agency to stop bothering you about a bad debt.
You see the keep here is it is illegal or was in the last century to sell and buy debts, but the government does not do anything about it. unless you complain.  The other key is this if you say anything or even pay $1 to the agency, you are hook line and sinker sunk. they own the debt and have the right to harrass you.
However this is a new century and money buys alot that screws us who do not have money.  But still stand your grounds, hell you can even tell them to screw off if they did not give you legal tender how can they say you owe a debt. another sneeky loop hole, the dollar bill and the check for your employer is not legal tender.  Look it up.

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.
Read up on your rights here, get template letters to send and also make a complaint at this government site:  http://www.consumerfinance.gov/
Also file a complaint with your State Attorney General's office.

EOS CCA P.O. Box 981002 Boston, MA.  02298-1002

Cease and Desist and remove our names from your bogus debt collection agency before you are charged with extortion.

You owe us for telephone harassment.  Can the Massachusetts Attorney General keep these people from harassing people they don't even know please.  This particular person is a woman who hardly speaks english and she's trying to collect debts she knows nothing about. More than likely pockets the money when they do collect debts.

    Maura....Honorable Attorney General

You have people operating a bogus debt collection businesses in your state.  There is no debt with some of these complaints and the incident's are none of their business.

Please review these complaints and take appropriate action.

They are also operating out of a P.O. Box and no Street Address.  These people need to be background checked as we are in Code Red for Terrorism Alerts.

    Thank You.

Another Justice Registrant in another State.

If you are trying to contact the state AG, you are really, really in the wrong place.  Putting that up here will get you nowhere.  I sincerly doubt the state AG or any law enforcement for that matter will see it and even if they did, a vague unsigned request would not be acted upon.  Use the information in that post to learn what you need to know and use it to also file the proper complaints.

To get the wheels of government to turn, you need to send letters and speak to people. Courts and law enforcement loathe debt collection scams, but they will only consider acting on a complaint if it's substantiated with facts and sent through the proper channels. Otherwise, they'd be overloaded with petty beefs and unable to help anyone. Best of luck to you; I can only imagine how irritating your situation is.

That puffery quote would be a silly thing to say to a debt collector, who has heard every threat twice and is not providing a "service" to alleged debtors. It is sufficient to state what you want: Don't call a certain number, don't call during certain hours, don't call ever ... whatever you want, the FDCPA covers. But restricting call contact is NOT the same as ceasing collection activity.

Debt buying is not illegal. The sloppy and hostile methods used to collect those refried debts often are illegal. No collector has a "right to harass" (single 'R') under any conditions. Debt buyers have a right to sue to collect, and frequently enjoy fooling people into paying or admitting to debt to reset a Statute of Limitations. But saying "anything" is not enough to trigger liability, and all is not lost just because you're named as a defendant, not when your plaintiff can't produce the proof of claim when challenged.

I'm not touching the mythology of money and taxes being somehow illusionary and therefore illegal. When it's time to beat a dirty debt collector in court, judges are not impressed by conspiracy theories and clippings from crackpot websites.
