    This message was quite interesting and a new twist in the scammer's market. The use a recorded message that does not start right away. But a couple of seconds into the message, it begins by saying that "if you do not want the scheduled service at this time and wish to change it, please call 1-800-*********" Then it the recording was screwing up again. If your life is busy, you will think hard about who might be coming to your house to service a heater or appliance or a phone line, a gas line. So it is a fairly compelling scam to get you on the phone. I couldn't recall the number anyway, but would never call it to see what they were scamming as they would then have your phone number and try a different angle.
    My experience has been, unless there have been an annoying amount of reports (thousands), no one entity cares to stop it or even investigate it. They usually just note it with the other statistics. We had scammers calling in my area about "your bank account with Clear Mountain". Well of course, most people they called don't even have accounts there. But it did not even make the newspaper until thousands of reports came into the local police. Even then it was published asking people to quit calling the police......

    Just got a call and I live in  Western Pennsylvania , didn't answer it and no one left a message .I googled it and saw it was a scam .I immediately notified my elderly mother not to answer the phone at her home as well,was reported to the Attorney General being I work for the state.

    Just got one of these recorded calls.  Tried to call back, and somehow I got back to MY bank (PNC).  They told me that they did not call and to be sure and keep a check on my Visa account for any unauthorized purchases.  Do NOT give your account # and/or expiration date to anyone.  Your bank will know your expiration date - they do not have to ask for it.

    Received a call  from "Visa" to lower my interest rate to 6.9% - limited time offer. I stayed on the line to inquire "Which Visa Card?" I have more than one. Customer rep. hung up on me.  Called the number back, and found (from Visa) that someone has spoofed that phone number to acquire card information for fraudulent purposes. They are in the process of finding out the source of the calls.

    Received a call from this number on my business phone but didn't answer it.  Shortly thereafter I got a call from the same number on my cell phone.  I did answer the cell phone call in hopes of telling the caller to take me off of their list but only got a recorded female voice telling me that I was eligable for lower interest rates, as low as 6%, but that the offer was soon to expire.  If I wanted to apply all I had to do was press 1.  I hung up instead.  

    From the posts here it appears that these folks have been doing this for quite some time and that the powers that be are doing nothing about it.

    Received call Thurs. Oct. 14th around 7:30 P.M.

    Gave her name as Rachael and said no problem with credit card but call number immediately. I just hung up as also feel it is a fraud to get your number and information. I see a lot of complaints was on this number. They are big pains and I never would give info to anyone.

    Thanks to the people who post here to report what sounds like a fraud and scam.

    I didn't recognize the number.  No information came up on caller I.D. other than this phone number.  I didn't answer.  No one left a message.

    If you don't know the caller, don't answer.

    Simple rule that can save you lots of grief.

    I received a call from this number on my home phone today.  I am on the government do not call list.  I called the number back and a very convincing male voice leads you through the menu to "Enter your card number now".  I hung up and called my credit card service and they said that they did not have any offers or recent phone calls concerning my cards.

    Just had a call from the number.  I usually ignore it but got curious and pressed 1 to talk to someone.  She said the name of the company was "Consumer Services".  I asked why I was getting the call and she said it was to lower my rates on my Visa and MasterCard accounts.  I asked what card company she represented and she said both Visa and MasterCard and that "We're authorized to work with your cards to lower rates for you".  I said "Wait, so if you're calling about both companies who do you work for?"  She said " I told you.  Consumer Services."  I said "That's the name of your company?"  She responded with "yeah, jacka$$" and hung up.

    I called the number on the caller ID.  After several buttons and entering # withough a card number I reached someone.  She said that I'd reached a number at Visa and they've been getting a lot of calls on this.  She said it was a phishing scam and asked if I had any information on them.  I told her I wasn't on the phone long enough to get any.  Not even sure I was on the phone with someone from Visa that time...

    THIS IS A SCAM

    They only want your credit card information so that they can drain your account.  And, regardless of pressing the option to "opt out" they will continue to call you.

    They have been calling me repeatedly for well over a year.  After repeated attempts, I finally pressed the prompts to get a live person.  When I asked to have my name removed, the operator (a supervisor) got upset and yelled at me for wasting their time!

    I highly advise you to fill out the FCC complaint form (available online) and to have the call blocked from your phone number.  Hopefully they'll get the hint!

    Wow, they are still playing this scam--I just got a call from them with exact same message and caller id (Visa) as described in this forum, going back two years now!  Why can't they be put out of business?  I am on the ftc do not call list and will report them now.  But obviously people have been reporting them for at least two years (from the comments ive read here) and they still persist.  Wish the credit card companies would go after them the way they go after cardholders who are late with payments!

    They claim to be.  They cannot prove it.  Scammers will claim anything to get it.  If it was really your credit card company, they would already have connected your phone number to your card number, and thus already know it.  They could confirm the correct owner with just the last 4 digits and last name.  None of these callers can work with that, so it's obvious they are a scam.  Think about it.

    They wanted one with more credit on it so they could apply big charges.  See, it's all a scam.  Now they have your number.  Call your CC company and tell them you need a new card number with your balanced transfered to it, and the old number to be closed and never ever used ever again.

    It's not actually VISA.  More likely some scammer sweat shop in Pakistan making calls through shady phone companies.  The real culprit is phone companies (all of them) that won't validate caller ID info (it's only of value to know if it's someone you know, or not).

    It's a forged caller ID.  Anyone with a phone switch system can program any fake number into it to be used as the caller ID info.  Then they connect through a phone company that doesn't validate caller ID signals (all of them don't because there is no law mandating it).

    They wanted to get your card numbers.  Make up a fake number and tell them your card is already maxxed out and they will tell you they can't help you (the truth is, they can't help themselves to your card credit if you are maxxed out).

    Watch out for these guys
    I got the call, pressed the option for a live agent, the agent wanted to lower the annual percentage rate on my card and asked which card had the higher interest rate and he could reduce it to 6 1/2 percent because I was eligible for making my payments on time.  I said Visa, he asked me what the interest rate was and I said I was not sure, he asked if it was over 10% I said yes, he asked for the balance I said I was not sure so he asked if it was over 3000 dollars I said yes.  The guy asked me for the expiration date to which I said I would not give that to him because he called me and I did not call him and I would need a number to call him back at.  He gave me the number 800-847-2911 and his extension as 268 his name is Alessandro.  I told him it would be a while before I could call back and he became concerned and wanted me to call right now.  This is a scam.  Watch out!!!

    I have been getting calls from this number for months, knew it was a scam because they said "there are no problems with my credit card account at this time" but I could lower my interest rates...blah, blah, blah. Well, we don't have any credit cards. So everytime I try to fish for info on the compay name, the caller would hang up on me. Well, today I tried playing along, the woman told me it was "Account services of Visa & Mastercard", then when I told her I didn't have any credit cards, she said "then why did you say you did you stupid f...ing B..ch." I am shocked & plan on calling the attorney general.
