Congress has already given you the tools that you need to stop the calls.  The fact that you are unwilling to use them is not their fault.  The fact that you want the gub'mint to do everything for you is also no their fault.

I have been getting many many calls from this number for over a month now and all hours of the day. I looked the number up and saw it was from Sears..even though I did renew a water heater agreement last year I have not purchased anything since them. I did also put my number on the Do Not Call list and also reported this number to the AARP fraud watch. Even though they keep on calling I do not answer the phone and as yet they have not left any messages on my recorder..I am sick of these calls already!

You have an existing business relationship so the calls are legal and the do not call list does not apply. That was explained to you on the sign up page. I don't know why you reported it as fraud since it probably isn't. If you want them to stop calling you have to tell them that because they are legally allowed to call you for 18 months.
