BACKGROUND
Several FCC rules protect consumers who use wireless communications devices such as cell phones and pagers from calls or messages that may be costly, tie up the line, or deliver unwanted advertising.

*The FCC prohibits the use of automatic telephone dialing systems or prerecorded messages to call such wireless communications devices unless the call is made for emergency purposes or with the called party's prior express permission.

You may not know whether or not a call you received used an automatic dialing system. Calls to multiple telephone lines in quick succession often involve an automatic dialing system. Automatic dialing systems are used by many entities that regularly make calls to large numbers of telephone lines including telemarketers who rely heavily on such systems to conduct their business.

* The FCC prohibits sending unsolicited commercial e-mail messages to such wireless communications devices.

The FCC's ban on sending “spam” to wireless devices applies to all commercial messages - messages for which the primary purpose is to advertise or promote a commercial product or service - unless you have provided prior express authorization for the message to be sent. The FCC's ban does not cover “transactional or relationship” messages, which are notices to facilitate a transaction you have already agreed to. Such messages would include, e.g., statements about an existing account or warranty information about a product you've purchased. Finally, the ban also does not cover non-commercial messages such as political and religious messages.

The FCC's ban covers messages to wireless devices, if the message uses an Internet address that includes an Internet domain name (usually the part of the address after the individual or electronic mailbox name and the “@” symbol). The ban does not apply to “short messages,” typically sent from one cell phone to another, which do not use an Internet address. Also, the FCC's ban does not cover e-mail messages that you have forwarded from your computer to your wireless device.

*The FCC enforces National-Do-Not-Call rules for advertising calls made to personal (not business) wireless communications devices.

The FCC enforces National Do-Not-Call rules for advertising calls made to your personal (not business) cell phone. If you have registered your personal cell phone number on the National Do-Not-Call Registry, telemarketers are prohibited from making advertising calls to you UNLESS you (1)have agreed in writing to accept telemarketing calls from the business, (2) have established a business relationship with the business by a purchase or having some other transaction within the past 18 months or by making an inquiryor application within the past 3 months, or (3) have a personal relationship (friend, family, acquaintance) with the individual who calls you. In these situations, however, you may rescind the permission to call, end your business relationship, or prevent future calls based on a personal relationship by making a company-specific do-not call request. Advertisers have no more than 30 days to honor National Do-Not-Call registrations and company specific do-not-call requests. Such requests must be honored for a period of 5 years.

Determining whether an automatic dialing system has been used to make a particular call or identifying and locating a sender of spam can be difficult. The more details you are able to provide, the greater the likelihood that the FCC will be able to determine whether a violation has occurred that could lead to an enforcement action.

This number has called several times this week.  When I answer the phone it clicks over and no one answers.  They called 8 AM this morning and said nothing.  I called the number back and a female answered the phone "Hello" no company name or anything.  I told her I had received a call from this number and she told me this call would be recorded and to hold on for a minute.  It sounded like she was in bed and had to get her computer turned on and loaded.  It took her a few minutes to get the computer going (apparently dial up) LOL.  She said she was looking for three different people, none with the same last name.

I get calls from this number (1-800-955-3103) numerous times each day. I have tried answering a few times and get hung up on each time. I was once hung up on 3 times in one day. They never leave a message. They called me again at 10:30 this evening, waking me up, when I have to be up early. I googled the number and found numerous websites naming them as a collection agency. Some of the sites that I've looked at have said not to ignore these calls because it could have negative affect on my credit score, which is excellent. I have no intention of ignoring them, but every intention of finding out what it is I supossedly owe and to whom. I have never taken out a loan, I paid for my car in full, pay all of my bills on time,and have one credit card, on which, the payments are up to date and not of an outstanding balance. What I want to know is how they can harrass me with multiple calls throughout the day, yet ignore me when I answer or try to call back. I have yet to speak to a single person from this agency and not becuase I haven't tried!! I am on the brink of calling a lawfirm.

Allied Interstate calls my cell number about every other day.  I used to pick up, but no one is there.  So now I just ignore it.  They used to call my land line, but they had the wrong address.

they say that but they never delete your number. I get calls from them still and have for years for someone other than me.

This company calls morning noon and evening for atleast two months now. There is no reply when you answer the phone and you have to wait, and wait.

I keep geting calls from this outfit called Allied Interstate a collection agency. They call at all hours of the day and no one answers the phone. I've complained to the Do-Not-Call agency but, that seems to be the usual Federal waste of time agency.

They call every day, multiple times and never leave messages

I answered the call, they wouldn't tell me who they were and just kept getting really pushy asking me for the last four digits of my social security number.  Hah... yea... right.  Do they think I'm an idiot?  Kept telling me they had important information to tell me but couldn't tell me what the information was unless I gave them my social.  DO NOT GIVE THEM YOUR SOCIAL obviously.

I've been called twice by this number, you say Hello, they wait, it rings...

for a foreign woman who asked for somethingsomething pagen.

I said, I am not them, and to please remove me from this calling list.
She said, Do you know them?
I said, No I do not.
She said, Okay well this call was recorded. Bye.

Freaky as this is, I hope I never get a call back from them. It does nothing but make me feel insecure.

they call all the time and i enjoy not answer their [***] calls! i can see them calling 10 years from now! well something to look forward to hope they enjoy me slamming the phone down on their ears hope they got a broken ear drum no problem here

They've been calling me twice a day and never pick up when I answer!! Very frustrating knowing I have no outstanding debt!!!

Repeated calls for debt of Stacey Smith in PA. Call is listed as Unknown on caller ID and no company information provided in violation of FDCPA 15 USC 1692. Hangs up immediately when I state the person is not at my number so I cannot request my number be removed from the list. I file each complaint with the FTC Do-Not-Call.
Internet research indicated Allied Services.

I have received numerous calls from this collection agency, sometimes 2 or 3 times per day.  I tell them that they have the wrong person. They are extremely rude and refuse to accept that they are making a mistake.

Numerous calls from 800-955-3103...Never leaves a message, only clicking and static when I answer it...calls all times of day and evening...ridiculous!
