Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

This is Harris & Harris of Chicago, bill collector for Weill Cornell Medical College/ NY Presbyterian Hospital Cornell.  I answered the phone as I knew why they were calling.  Woman on phone was very nice, not harsh as credit collectors tend to be.  I told her my account was up to date and that her records were actually not updated as the charges she was referring to were paid in Nov 2016  (and we are in Jan 2017 right now).  she was going to refer back to client and make any necessary updates.  As an additional note:  they do try to get as much information from you on a recorded line.  I was clear not to answer un related questions such as how long I've been at my job, who I work for and if I am full time or part time, and if I wanted to give them another phone number in addition to the one they were calling.  Uh No!  I answered, I rather not give you that information.  It's not my job to feed them information other than to tell them my accounts are up to date.

For several weeks now, at least once a day, on my unlisted cell, I get a 'missed call' message from,"Harris and Harris of Chicago". That is what is said, when I called back the number though, no message each time as to why they called? Once, I picked up when I recognized the number & no one spoke instead, they hung up. Tried to complain on the NYC better business bureau but they need the whole address but, I can't find it online, how do I put an end to this harrassment?!

You can't find the address online?  It is right there on this very page.  Everything you need to know, including the proper agencies to complain to (hint, it isn't the BBB).

I will add one more agency since Illinois now requires debt collectors to be licensed.
