Received call from (412)567-1158 with virtually the same message as others have stated, from the same person...Wants me to call back at (855)528-8454...Have not called them back, nor do I intend to...Would have my number changed, but probably wouldn't help...I seldom answer the phone as it is, and won't answer if the number isn't in my phone's directory...

We keep getting phone calls from  the same company and the same person. I called the Pa State Police and they in return told me to call The Bureau of Consumer Protection. They are sending me forms to fill out because they are aware of this company and they are trying to prosecute the perpertrators. I was always told to change our cellphone numbers.

I constantly was receiving calls from this number and this said such person. However, I did contact the Pa. State Police and was referred to the Bureau of Consumer Protection. Did not receive any information from them as of yet, however its only been a few days. I did in fact, change my husband and my cell phone numbers as instructed to do so. Let's hope this stops.

I got a call this morning from a man saying that they are going to file a 1099C with the IRS unless I call them back.  A 1099C is for a cancellation of debt and what is interesting is that they didn't say my name in the recording, what the debt is for or the amount.  And I thought that by law they had to state at the beginning of the message that this is an attempt to collect a debt and if this isn't Mrs. so and so to hang up.  This doesn't seem legit to me at all and I'm thankful that I read the above comments.

Request that all phone communications cease. From here forth any communications from your company must be sent via mail. Mention the Fair Debt Collection Practices Act and state their violations. Use wikipedia for more information on the law. Also, when you are told that the call will be recorded or monitored for quality assurance. Tell them the exact same thing. Get the name of the associate, the address of the location from which he/she is calling from. If the associate tries to yell or speak over you, mention that the call is being recorded again and ask for permission to speak without interruption so that when this conversation is subpenoed there would be no discrepency.

If the associate disconnects or hangs up while speaking. Immediately return the call and tell whomever you're speaking with that previous associate hung up before you could finish your request. The more names you collect from this company the stronger your case will be and more than likely they will stop calling. Don't be afraid to ask for names of their supervisors. They are debt collectors making 10 dollars an hour, they surely don't want to lose their job because they do not understand the law.

    My call was from:

Just got that same call about 1099C 2015 filing and with concerns about my social security. Said it wasn't a solicitation call. They also didn't use my name. Said they were from MS Associates and to call 855-528-8454. It was a man and the call came from Cambridge MA 857-288-1328. Needless to say I listened to the message several time (just to get the call back number and name of business and just woke up). So I did a reverse phone number on the 857 which came up as Level 3 Communications out of Boston MA. So I researched the company name which lead me to this page and Thank God for that.

Thing is I almost called back because I just got my federal student loan discharged because of my disability!!!! (I had gotten an Associates in Accounting...lol) How would they have known about that??? Nothing about 2015 filing came in the mail besides of it being too early for such mailings. Something didn't feel right, so I start researching to see if it was legit!!! Obviously, it is not.

My question still stands, how did they find out about my discharge from debt?

I'm so tired of the various tactics these people try.  I finally told them I would be more than happy to pay any amount they deem I owe, just as soon as my friend, a Nigerian Prince, deposits half of his inheritance into my bank account - which should be any day now since I recently sent him $9,600 to help him transfer the money into US funds.  Do they still think I'm dumb enough to fall for their scam as well??

Debt collectors are not allowed to file a 1099C, which is the forgiveness of debt.  It then becomes income that you would have to pay taxes on.  It would be counter productive for a debt collector to file that form since they would not be allowed to ever attempt collection of the debt after if was filed.  These are criminals trying to scare you into paying their extortion money.
This is a common ploy by criminals attempting to extort money from people by scaring you into believing that you will be criminally charged, go to jail, lose your driver’s license, have wages garnished, be sued, and a variety of other variations on this,  all for an alleged or nonexistent debt.  One of the tricks they use is to call your work place repeatedly in an attempt to shame you into paying.  They also use the “process server” who calls and claims he is going to serve you, but then says you could avoid it by calling another number.  Now why would a “process server” want to do you, a stranger, a favor, and at the same time not get paid to deliver the papers?

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.
Read up on your rights here, get template letters to send and also make a complaint at this government site:  http://www.consumerfinance.gov/
Also file a complaint with your State Attorney General's office.
