Because it is telus actually calling you. It's their sales department offering phone upgrades or promotional plans.

I just received this call, I never answered and no message left for me on my voicemail but if it is Telus with a courtesy call there is no reason as my account is squared away with nothing owing. I even logged in to be sure my last bill payment went through and it did. Scam with a capital S lol.

This number calls repeatedly and leaves blank Voicemail messages.  Dear Telecoms:  please hunt these guys down and disconnect them - permanently.  If you fail to do so, your product (the phone) will quickly become more trouble than it is worth and you will go out of business.

Called me keep asking for my father saying his name but my number on the account says Silvia so have no idea if this was truly Telus they didn’t call him

Claimed to be from Telus and was calling with "offers" .. from what I have read this is likely a legitimate outsourcing they have made, but I find the calls annoying especially when English is not their first language and they have difficulty conversing.

I called back the number to see who they were and there was just a weird sound on the other end, but no one was there.

Yeah just got a call from “Telus”. They called me the first time and after I said hello a few times they hung up. They then called me right after I hung up, so I answered and I said hello a couple times to which they finally spoke to me. They wanted to talk about “offers” and asked if they could ask a few questions. I said “no I’m good with my current plan” then I said good bye and this man was painfully awkward, he really dragged it out. The quality of the audio was AWFUL. It was screeching from what I assume was feed back. It was obvious from the first call they were a scam. DO NOT trust this number.
