    They keep calling my 13 year old son phone now for a year and I finally started to tell them I am not the person they are looking for and they still call all the time.  Dont these people have any respect? I have now got a lawyer involved cause my son and I are tired of the harassing phone calls.

    First of all - "don" - you need to go back to school - you must not be able to get any job other than a debt collector - you can't write or spell.  You can't even use ANY punctuations.  Very sad.......  
    Secondly, you need to be harassed 10 times a day and see how you like it.  If you want us to pay our bills - as you say - quit calling us at work.  It will cause us to get fired - and then we really can't pay any bills.  You guys are total idiots.

    NCO has been sued for MULTIPLE TCPA, FCRA and FDCPA violations and another one certainly will not hurt:

    Under the TCPA, a consumer has a right to file a lawsuit and recover $500 for each call that violates the TCPA. The TCPA can also be used in conjunction with the Fair Debt Collection Practices Act in some situations.  

    Generally, the TCPA does not apply to debt collectors making collection calls to debtors. However, if you are subjected to calls from a debt collector and you are not the debtor, you may file a lawsuit against the debt collector under the Fair Debt Collection Practices Act (FDCPA) and the TCPA.

    This right was recently recognized by Judge Legrome D. Davis in a case called Watson v. NCO Group, Inc.  NCO Group is a debt collector that uses automated prerecorded collection calls.  In this case, Mr. Watson alleged he was getting hundreds of calls from NCO Group after he got a new phone number. Mr. Watson claimed he owed no debt to NCO Group, Inc.  Mr. Watson filed suit under both the FDCPA and TCPA.

    David Israel, defense lawyer for NCO, argued that the TCPA should not apply to debt collectors.  Judge Davis rejected the argument made by David Israel. The judge ruled that Mr. Watson had a right to sue NCO Group Inc under the TCPA for $500 for each call.  Judge Davis wrote;

    [The] Court is convinced that a non-debtor's rights are in fact violated when he is subjected to repeated annoying and abusive debt collection calls that he remains powerless to stop.

    Judge Davis' ruling was based upon his interpretation that collection calls to non-debtors violate the privacy rights provided by the TCPA.  

    So what can you do if you receive "wrong number" calls from debt collectors?

    1. Sign up for the Do-Not-Call registry.
    2. Save the calls captured by your voice mail or answering machine.
    3. Contact a consumer lawyer.

    These idiots try to collect debts that are years out of their statute of limitations. If you have an outstanding debt that's a couple of years old and has not been decided in court do a web search for "time barred debt" (usually on your state governor's web site) to find out what the statue of limitations is for your state. If it's past the date then just tell them they're trying to collect a debt past the statue of limitations and that you'll never pay them a dime.
    This might also work as it did for me: I told one collection agency that was harassing me daily that I had no intention of paying them anything since I did not contract the debt with them but with the original debtor. I never heard from them again.
    Keep track of their calls to you and any harassing voice mails/answering machine messages (usually left as loud, obnoxious carnival music) and sue them out of business!

    I don't know who phil decker is.   On my line the man didn't give his name but did identify as from NCO Financial.  Received a voice mail message from 8664377403, and according to my voice mail when i pressed the option for information I was told sent 4/2/10  9:40am MST.  The problem with that? This phone number is NOT listed in my missed calls nor my all recent calls list.  Perhaps that's because this phone was off.  Anyway, the very strong India accent stated that this was NCO regarding a debt and gave a reference number.   This is a business line.  I keep getting phone calls for people who do not have access to this line and have not worked here.  I don't know how to prevent people from placing false information as contact information; does anyone have any advice?   I am going to file a report with the FCC on general principal.  Why has NCO outsourced their collections process overseas? It's bad enough when it's Stateside, now people have to deal with India?    Who knows what's going to happen now; they don't necessarily follow proper processes over there, now adding collections agencies who are notorious for breaking the law on top, god help us all.

    NCO left message.  Call information not picked up by caller id, but by voice mail.  If they hadn't left message, I wouldn't have known of the attempt.  I don't know if that's NCO's fault, or Verizon's.  Anyway, the man on the line was not American, was in India.  Another reason for anyone contacted by them NOT to pay them a dime, until they verify that a debt is actually owed, by mail, through a Debt Validation letter.  No debt validation, no pay.  And force them to make no further contact by phone, mail only.  Be careful, everyone.

    Also, for all of you out there putting false information down (names, social security numbers, addresses, phone numbers) on your applications, may you be deported or declined.  You're affecting real people and real businesses when you do that crap.  It costs time (and money), and our time is just as valuable -- if not moreso -- than yours.

    it's a sneaky way to get you to validate a debt, and should be illegal.  next time it happens and someone asks for you by name, don't lie but don't say 'yes' either.  they can (and will) use that taped 'yes' to spoof you into validating a debt ON TAPE.   they are ruthless.  you have to be, too.  so don't say 'yes, this is me' or whatever.    Ask 'who are you and why are you trying to reach xxxxxxxxx'?  get mailing information.  don't confirm anything, and tell them they are not to call the number you are at. if they refuse, say you will look it up elsewhere tell them don't call that number again, hang up.  file an FCC report.

    How about NCO get the right info... It's easy to get he right info... 80% of people who are called aren't even the right people. The reason is, is because NCO sucks at getting info...

    NCO has called me for weeks.,  told them I was not the individual they are seeking.  they are just calling people with the same name, and mine is not that uncommon.  they have harrassed my son in another state, same story - not the "who who" they are looking for.  next time I'm calling the BBB.
