Surely it's not legit, I am not using United Health Care, and they are calling me on one of my non-public numbers.

HMMM that's weird.
I keep getting a call from this number and the man always speaks Chinese and then hangs up.  I've asked questions and he gets mad and hangs up.  Just today I have had 5 calls. I finally blocked the number, as we do NOT have any health insurance!

today I got two calls from 866-793-9371 and 763-274-3899 both showed as UnitedHealthcare on my call ID, i answered the 866 number, a guy spoke Mandarin and asked about my prescription not authorized,  I am not United Health care, when I asked him more questions he just hanged up on me, he's definitely a scammer , a legit company would not hang up the phone, searching for  763-274-3899 also shows as scam

Received three calls from this phone number. They are calling on the behalf of United Health Care Asian Center and speak Chinese. The phone number on my phone does show as UnitedHealthCare. They said someone has used my information to apply for some insurances. If it is not me, they asked me to call the police and they would help me. I then hanedg up.

Scammers can use technology to fake the name or number on your caller ID. Even when your caller ID shows a local number, it could be a scammer calling from anywhere in the world. The good news: You can block a lot of these calls with mobile apps, internet services, or call-blocking devices

Really?  So that is what they have been doing for the last 15 years or so?  Boy, I'm surprised that you seem to be the only one who knows about all of that.

Today I got 4 calls from 866-793-9371. The guy spoke Engligh first, then Mandarin. I didn't have any United Health insurance but they known my Name. That's definitely a spam. I let my dog talk with this guy for a moments and then blocked this number.
