    Looks like the standard debt collection scam.  They are basically trying to scare some money out of you.   Check fraud is a crime and is handled by law enforcement and the local public prosecutor.   If you had written a bad check you'd first hear about from the bank, or perhaps the payee.  In any event it would be up to the bank to make a complaint to law enforcement.  Most cases the bank will work out a settlement with the check writer and that's it.   If you had written a bad check you wouldn't hear about it by cold call from some scammery debt collector.

    Just because a voice on the telephone claims you owe a debt does not mean you owe it
    If a voice on the telephone claims you owe a debt:

    1.    Demand the person give you his or her name, company name, and address
    2.     Demand a debt validation letter by US mail.  E-mail no good.
    3.    Do not pay  the collection agent or anyone else a  DIME  until the debt is validated.

    Of course they won’t do this, no scammer ever will, so simply block their calls and ignore them.

    If they are bothering you,

    Report them:

    http://www.consumer.ftc.gov/articles/0149-debt-collection

    Also contact your local attorney general

    If they continue to bother you, and you know you do not owe any money,  tell them that you know this is  a debt scam and that you are making a complaint to the police for extortion.  Once you get a copy of the police report and they call you again , just read out the  file number and the name of the PD or Sheriff’s office involved.   Tell them you’ll be glad to send a copy to them at whatever address the jack***es are working out of now.

    They call my husband to his cell to collect $590.00 that they will reduce to $390.00 if he pays at that moment or very soon. They said that this was a cash advance he took on or before 01/19/2012 ( they called on 07/15/2015 ). After my husband called me with all their information I talked to them and I asked why it took three years to collect this debt ( I actually believed them ! ) they said that they bought the old company and they were going through old files. Because I didn't recognize the company and I wanted to be able to analyze the details I asked at least three times for a written document.The email I received was a plain paper wrote by anybody, let me give you the information:

    CWG40  Has given some good advice in his post.  Forward Movement Recovery is a known criminal debt collection agency that routinely violates the law.  They did this right off by sending you an E mail instead of mailing like they are required to, not to mention that it doesn't include the information that is required by federal law.  The address is a UPS store, something they use to avoid having their true location discovered.  Everything you need to know including where to file a complaint. Send them a certified, return receipt debt validation letter.  If you pay them, I can tell you that they will sell your name again as an "easy mark" and you will receive a ton of calls for the same nonexistent debt.

    I am a hardworking type A individual who is extremely task oriented. I am passionate about helping the homeless and the hungry and try to include...

    Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.
    Read up on your rights here, get template letters to send and also make a complaint at this government site:  http://www.consumerfinance.gov/
    Also file a complaint with your State Attorney General's office.

    File a complaint at the NY State AG's Office here:  http://www.ag.ny.gov/
    Also take note that they are not registered in New York as would be required by law for them to do business.

    E-mails are NOT sufficient proof of debt:

    a) Within five days after the initial communication with a consumer in connection with the collection of any debt, a debt collector shall, unless the following information is contained in the initial communication or the consumer has paid the debt, send the consumer a written notice containing --

    (1) the amount of the debt;

    (2) the name of the creditor to whom the debt is owed;

    (3) a statement that unless the consumer, within thirty days after receipt of the notice, disputes the validity of the debt, or any portion thereof, the debt will be assumed to be valid by the debt collector;

    (4) a statement that if the consumer notifies the debt collector in writing within the thirty-day period that the debt, or any portion thereof, is disputed, the debt collector will obtain verification of the debt or a copy of a judgment against the consumer and a copy of such verification or judgment will be mailed to the consumer by the debt collector; and

    (5) a statement that, upon the consumer's written request within the thirty-day period, the debt collector will provide the consumer with the name and address of the original creditor, if different from the current creditor.

    (b) If the consumer notifies the debt collector in writing within the thirty-day period described in subsection (a) that the debt, or any portion thereof, is disputed, or that the consumer requests the name and address of the original creditor, the debt collector shall cease collection of the debt, or any disputed portion thereof, until the debt collector obtains verification of the debt or any copy of a judgment, or the name and address of the original creditor, and a copy of such verification or judgment, or name and address of the original creditor, is mailed to the consumer by the debt collector.

    (c) The failure of a consumer to dispute the validity of a debt under this section may not be construed by any court as an admission of liability by the consumer.
