Too bad your post is from 2012 and you will never return to see my reply 8 years later.  I find it hard to believe that you did not know about the monthly charge since every bank issues a statement every month which you should have been looking at every month and would have noticed the fee.  I would also bet that you were required to keep a certain amount of money in that account to avoid any fees.  I doubt that the account was actually closed and reopened as that would have been illegal.
