Your are absolutely right.. I had same experience few weeks ago but this MF used DC area code and called probably from a call center. Just a wild guess, probably somewhere in Punjab (ambient noise).
I engaged this guy for few sec to which him responded in very made-up american accent. He denied that he is calling from India. He couldn't hold the suspense any longer when I cursing (off course in Hindi).
And.... this time it was him  - the IRS officer W/Gaali in Hindi.
Before this they made multiple attempt on my phone both cell and home, with full name.
Enough to scare you because they got your identity stolen somehow, partially if  not completely.
Same day, I alerted my local police as well.
Its not a rocket science for Police to trace caller's IP using date/time and number with the help of telephone company.
However they hardly seem to be concerned. Its cyber crime.

Anyway.. protect your identity and stay safe.

Got a call from this number 10 mins. Ago. started saying he is Mike Jackson from IRS and I hung up in 2 mins. Kept callin me repeatedly and again picked up after the 4 th time and said that I am a going to be arrested. I told him to f*** off and has not called me since then.  It was a jamaican accent

I got a call too. Knowing its fake, i did not want to talk to them and asked them to send me anything in writing.

I got call from him too and he said the same thing, I have committed a federal crime and if I don't settle this then police will be at my doors within 30 mins. I was gonna settle then my dad stopped me. You just loose your senses when they say there is a warrant against your name.

Yes, the number is a scam. They are looking to get information and money from people.    I work with the government in California, and they claim to be in Washington D.C.  Yet, they could not tell me the time in Washington D.C..  Yet, I called them well after the time was closed on the East Coast.  Here are some tips to deal with these con artists:

1) Never give money to them.  I work with the IRS, and we will not demand money via a prepaid card or wire transfer.  There are IRS documents that process this, and it is NEVER done over the phone.  These documents are sent via regular or e-mail.
2) Never give these jokers any money or credit card info over the phone
3) They often use toll free #'s (like the one above) to make you seem they are from the IRS.  They also use call center noise and false agent badge #'s in their calls.  
4) These buffoons threaten to bully you by threatening jail time, deportation, etc.  if money is not sent.  Tell them to go and pound sand, and say this is not IRS protocol.

Just food for thought.

I call them (auto call) about 100 times everyday. People start calling them back and annoy the crap out of them.

The guy with heavy accent left a voice mail and this number (888-909-8081), and said I'm under investigation.
