The only way it can be done is if YOU file a complaint (online) with the Federal Trade Commission (FTC).  Go to the DoNotCall.gov web site, look for where you can file a complaint.  It takes 30 seconds.
I do it every time I get one of these scam calls.

"How they get your name" is easy -- When you purchase a vehicle, Manufacturers and Dealers SELL your info, and it's perfectly lawful..    And you can't "not" give them your number.  Although, you CAN sign up for a Google Voice number that only goes to voicemail (does not ring any of your real numbers) and give them THAT number...
    Good old Google Voice..

GTB:   EXCELLENT !!!   I love it !!   I will have to do that, using my MagicJack Mobile number..   Over, and over, and over..  Calling their toll-free number.  Over, and over..
I bet if everyone who saw this called that toll free number (from a free MagicJack Mobile or Google Voice number) multiple times per day it would tie up all their lines and people!!

GTB, I'm going to post your note as NEW (crediting you) !!!

*I* say, get a MagicJack Mobile number (for free, I am told)..  Then call that toll-free number from the MagicJack line.  You'll get their receptionist, Ann, who answers "Key Vehicle Resources, how may I help you?".
Tie up their lines a bunch.
(With apologies in advance to poor Ann, the receptionist)
I may just repost this every couple weeks to ensure people keep seeing this.

Caller ID said AUTOMOTIVE WARRANTY.  The lady asked for me, then said she was with the "warranty division" and was calling about the warranty on my car. I asked if she was with the car maker, and she said she "works with them." I told her that only the manufacturer can renew a car warranty, and she said, "That's not true."  I hung up.

Auto Warranty company trying to sell me warranty to a car they know nothing about. Fourth call I've got this week from same type companies. I am so sick of this. They do not work for the dealer, the car company, or my extended service contract company.

I re-registered my phone Number on the Do-NotCall list and immediately started receiving more of these calls. I see on that website that Telemarketers can get the list of do-not call numbers. My theory is that these indiscriminate scammers are using this list because they out-tech our Goverment organizations.

"I re-registered my phone Number on the Do-NotCall list and immediately started receiving more of these calls."  That is because when you "re-registered" (which wasn't necessary by the way) you opened the 30 day window so that legitimate telemarketers could call you also.  All of this is clearly stated on the DNC registration site.
Now as to your business model, in what business class did you learn that paying $16,000 for a list of numbers of people who do not want to get called and who will not buy anything if they do get called, in what class did you learn that this is a really, really good business plan?
I would say that your theory doesn't hold any water.

Did you file a complaint with the FTC?   The only way that can happen is if everyone files complaints EVERY time they get a call.

Some lady (maybe the Victoria Carpenter) called, said a name (that I'm sure came from a list of people with cars 5 years old) and then hung up.

Caller ID showed Automotive Warranty, so I ignored call, googled the number, then blocked the number so they can never call again.

frequently receive calls from # 954-601-2600 - I do not answer as I do not recognize the number, nor do I call back.  Would like to have a device on my phone with which I could disable the phone from which these nusance calls come.

The original call was not from Key Vehicle Resources, that phone number was listed to a previous business at the same address. The 954-601-2600 phone number was for Automotive Warranty Advisers.  I checked with the BBB and with other government agencies and some company that they think they have narrowed down to a company on the west coast of FL is making the calls. The best way to find out who they is to find someone that bought one from them..........
