I used to work for a survey company. I can tell you that the Do Not Call list does not apply to anyone who is NOT trying to sell you something. So, unfortunately, even if your name is on the Do Not Call list, you are still subject to National Opinion polls, etc. since they are not selling.

I just got a call from this number on my cell. Went to VM and it is a political survey. I just deleted it. hopefully they won't call back.

I received a call from this number this afternoon. Wanted me to take a short survey about how the national debt is being handled. It was going to offer me something for taking the survey but I hung up before I heard what it was. I hate these calls!

If they are political calls they aren't covered by "do not call".

Received call on my cell, it is on the DoNotCall List but they  ignore that.

Claimed to be a political survey, but had a lot more fluff for an apparently fly-by-night "travel agency.'  (STRIKE ONE!) Call was to a mobile phone (STRIKE TWO!)  which is on the Do Not Call List (STRIKE THREE!).

Complaint filed w/ the No Call Registry, for what good it will do.

I received a call from this number on 04/09/2012. Call came from Beaverton OR. I am on the DNC list and I still get unwanted calls. They did not leave a voice message. I have blocked this number.

This is what they want you to do, call back and they know it is a "live" number then they take that number and sell it to someone else and it just snowballs.

Just now I got this number call.  I open the phone and shut it.  No one call again.  I did that a few days ago with three other numbers and  they never called back.  Before I would call, and opt out, and then more calls started to come in.  I report two of the numbers and the DNC people did send me the the information that my complaint was on file.  For years I have had my cell number and all was well, till recently they started calling. Who permitted this b.s. is beyond me.

I too received a call from this 971-217-9538, although it came up as a "missed call". That is because I control my phone, & not the other way around. I have noticed that the majority of people let their phones control them. I keep my ringer on silent & my texting in on vibrate. I will periodically check my phone for missed calls/messages. When I receive a call from a # I fail to recognize... I always key it into google's search engine, via (unlimited internet) & when I discover it's either a spammer selling or surveying I just delete the number. After all it's my phone, my time not to mention my dime, & a lot of them too I might add. When receiving a call from a telemarketer, regardless if it is non-profit/for-profit & you wish not to deal with 'em. Then be CORDIAL yet ASSERTIVE. (Let them hear the smile in your voice, but not too sweet.) Take control of the conversation before they even has a chance to finish the first sentence which is usually the name to which they claim to be representing. What usually works for me is something such as. "Excuse me, sir/ma'am no need to finish, I am not interest. Please remove my number from your call list. DO NOT CALL BACK. Beyond that, have yourself a pleasant day. Thank you. Good Bye.".... Then hang up your phone before they even have a chance to reply. 9 times out of the10 they never call me back. Good Luck.

Here is their attorney threatening one person that complained with a claim for cost for litigation:

I received a call from 971-217-9538 on my cell phone and not recognizing the number, just rejected it and then checked here to see what it was about.  I have put my numbers on the Do Not Call list, BUT I recently filled out a survey from what I thought was a reputable on-line survey company that I've been with for about a year.  They said they would no disclose my phone numbers, but now I'm wondering. I will not be answering any more surveys that want my phone numbers no matter what they say about their privacy policy.

Some kind of fund raising group that wants money to start a political movement to proves who is supposedly a biological son of Rev. Jeremiah Wright. Some kind of crazy right wing nut group.

FYI, their phone equipment automatically hang ups if you try to call them back.

Doesn't matter who you file complaints with they will keep calling you over and over.

I saw this number on my missed calls list on my cell phone.  Since I didn't recognize the number I came here and confirmed it was a scam.
