Um ... read the info in the link I provided.
The company named there () uses simultaneous ringing.
However, not all telcos offer simultaneous ringing, so that method is not useful for many folks, and the bad guys have found at least one way to defeat simultaneous ringing.
So, we are left with a personal call blocker ... at least until the govt &/or comm companies come up with a real answer. History and status reports are here:

Personally, I think this is short sighted. The original TCPA was passed in 1991 - 26 years ago. Various changes to the TCPA has been made, and we still have a problem. I think we, as a people and community, need to do about it. Waiting for the government to solve our problems, or common carriers, is never really going to happen. They never will come up with the "real answer". - Bill E.| 1 replyI have been told by some people that this is a bad idea to mess with telemarketer scammers as there are ways these scammers could retaliate since they do at a minimum have your phone and address. They might be in India or wherever, but they could have friends relatives here in the states or in same city who could try and seek revenge some how. My friend who works in law enforcement says these scammers often will carry a grudge forever and are very patient often waiting months or years to do a getback. They especially like to go after people who post you tube videos of them being messed with. He said at the very least they will blast your phone # to countless other scammers and your calls will increase 10 fold.

- Maura| 2 repliesBlocking these TM numbers has become my full-time job. They may not call you back from one number, but they'll spoof another. I have no idea how many numbers I've blocked in the last year - but I imagine it's over 100. And believe me, numerous calls have come from each one of those numbers, and many of those numbers have come from the SAME company. I am on the do not call list.. they get around it by saying - I'm not selling anything, I'm just informing you of a deal you cannot live without --- so let our salesperson come over and tell you what that thing is. RIGHT! NOT!
- Heinz57 replies to MauraLook at the numbers you have blocked and see if you can consolidate them by blocking entire area codes. Aggressive blocking techniques will cut down on the amount of calls you get as your number will be less and less attractive to scammers.

Also, to press charges you will have to crawl out from under the rock. And as soon as someone crawls out from under a rock they will have their phone number published here. That's right - If you understood where the evil telemarketers are coming from, you'd know that the best way to ensure they'll never call back is to tell them that Jesus loves them. I knew a guy who ran a telemarketing boiler room and I asked him where he found employees willing to do such work? It's easy, he told me - I just look for people with piercings, lots of tattoos, and other outward signs that they are intentionally trying to scare others away. He explained that they are typically people who hate society, but have trouble finding other jobs (I wonder why). He told me that they enjoy the work because it pisses people off to receive their calls - which reinforces their firmly held belief that society hates them. He said they love to hear the word 'NO' and the worst thing you can do is curse them or call them names - They really get off on that. Get this - He said the best way to get them to hang up and leave you alone is to start telling them about how much Jesus loves them. That is so opposite what they believe about themselves that they will not be able to stay on the line attempting to get you to buy something.

That is just about as effective as blowing a whistle to stop calls, or blaming "lone stranger" for the calls!
Yes, most posters would encourage you to defend yourself ... but the whistle is an extremely INEFFECTIVE method, because:
- Robots don't care about whistles
- The call centers employ multiple "callers", and your whistle does not affect the next "caller".
- The volume is probably reduced by the phone circuitry
Whistles are a childish, ineffective, inconsequential "defense". But, maybe that fits your mental status.
47 pages of statements that usually say "whistles don't work" ... but you still think they do. That certainly reveals something about you!
Try using a REAL defense ... call blockers indeed work, if used correctly! - EdwardIm on the fence about this one. If I answer and I am talking to someone, I make a snap decision on the spot if they are annoying enough for me to do something. Some say just hang up and ignore them, others say get even by making loud noises, yet others say to waste your own time to waste their time. I have used all the above choices at one time or another.
While all sound like good advice for the many different people, I still used my own good judgment on a per call basis. What I dont get is why some people have to press the issue as if what they do is the only choice people should be making. Well to those of you who think that way, your not much better than those annoying callers who constantly call. IMHO
