    Got a call from 202-827-9981 at 3:49 PM central time. I did not answer and they did not leave a message. They seem to be doing a lot of business as I notice there are 25 pages of notes on this number so far. I have to wonder how many complaints have been filed.

    BEWARE...    202-827-9981 It's definitely fraud, they tell you that you've won and to press a number to accept NEVER NEVER NEVER DO THAT... they get to access your account by you doing pressing any number... FRAUDE EN USA CON LOS CELULARES...  Se hacen pasar por tu compañia celular, no aceptes... They pretend to be your cell phone carrier, don't fall for it...

    i just got a call. it was an automated message from them but it was in Spanish so i did not understand what the message said...

    They are probably spoofing their CID and since its also most likely coming from a VOIP system the phone companies can't stop the spoofing. Only thing they can do is trace the call but they will not unless law enforcement tells them to and even then all they are likely to get is an IP address and if its a VOIP Hosting provider good luck. Hacked account/false contact info.

    As for everyone's #'s. It's pretty simple. The NANPA assigns blocks of numbers. They are probably dictionary attacking blocks assigned to Cell Providers. That's all it takes. Same as with most spam emails. Most people use some combination of first, last and dob in emails addresses. Take a book of names and combine them with year and you can get a pretty decent email list to spam. Heck even just a dictionary (hence the term dictionary attack).

    Take the calls with a grain of salt (yes they are annoying) and ignore them or use a blocking app on your phone.

    Take the calls with a grain of salt (yes they are annoying) and ignore them or use a blocking app on your phone. Better yet make a complaint to the FCC about it. Someone who speaks Spanish and has some decent social engineering skills could probably figure out who and where these people are.
