Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt. It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes. The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

I called back, finally someone picked up, asked what is this group and he said he could not tell me anything without having my name. I asked if they could stop calling, if I had business with them I would know who they were, if it was an honest business they would leave a message.

If you talked to them, then they should have sent you a letter. You have the right to send them a cease and desist letter by certified, return receipt US mail and they must stop calling you. There is a reason for the skip tracing to continue if you *don't* give a reason to stop. Issuing a demand to stop would help. Doing so on paper works better. It's also best to be firm on the statement that calling you repeatedly is a dead end. The FDCPA permits more calls to non-debtors if an agency rep thinks you've lied or underreported somehow. This provision has been fraudulently exploited too long, in my opinion.

"The government" cannot be everywhere at once to solve every person's nuisance call problems, and if it could this would not be the America you want to live in. The CFPB, FTC, and attorneys general net the big fish when they can. The rest of us were given the means decades ago to sue our own collector tormentors. Trimming and pruning your elaborate call management system does not halt the abuse at its source, nor does it yield any damage awards for your trouble. - BigA replies to MistySticking your head in the sane will not help with an aggressive debt collector such as this. You need to read the above posts and send them a certified return receipt letter. Also read the previous page and there is much information there as well.
- Resident47 replies to JulieI wouldn't sweat a ZIP code. It's something a debt collector will already have or can easily obtain. I would be more concerned with the security risk of opening unsolicited email attachments from predatory companies.
You may or may not have given "verbal authorization" to an OC. That's not to say the original creditor hired CBE, or that CBE can inherit that contact authority, or that you are the alleged debtor. Lender contracts do give wide latitude to how and by whom you're contacted for delinquent accounts. But the reach of collection contacts can exceed their grasp when they cross privacy boundaries.
Assuming you're meant to pay something, you are not required to open anything CBE sends you. Early in its efforts, CBE was required to send you a dunning letter which discloses the creditor name and a summary of the debt claim and how to exercise your right to validation. I'm sure they can afford a half dollar in stationery and postage to get it done right. I'd have told them to resend whatever the big secret was on paper.

The "block-ignore" response has no deterrent value. A direct approach is better, aided by USPS Certified with return card.
