You have no legal obligation to communicate with a debt collection agency. If I were you, I would not divulge any information to CBE; I wouldn't even acknowledged my identity to them. In fact, I wouldn't even take their calls.
Then I would immediately send CBE a cease-communication letter. Here's how you do that. Simply write a letter to CBE informing them that they are to cease all attempts to communicate you and warning them that you will pursue legal action against them under the provisions of federal law if they ignore you cease-communication notice. (Federal law requires them to comply with your cease-communication request.) Then mail the letter via certified US Mail with a return receipt request, and save a copy of your letter. If CBE contacts you more than once after receiving your cease-communication letter, then they would be in violation of federal law and subject to monetary sanctions for each violation. Ever since then they've been calling my number up to _FIVE_ times per day EVERY day of the week!!! ...except Sundays. But then they even called at 7:58am, 12:21pm, 1:22pm and 2:24pm the _Sunday_ before Christmas, 12-23-2007!!! grrrrr!!!!!!!!!!! (I haven't changed it for a MYRIAD of reasons.)
In the very beginning I talked to them and then a friend of mine told me I didn't have to so I simply ignore the phone when they call. I even disconnected my answering machine so they can't leave a "message"! Not long ago I was in a "mood" when they called and did answer the phone. I told the woman calling, "You *MFrs* have been harassing me long enough!!! __STOP IT!!!!!!!!__" and hung up on her. They did ....for *about* three days. :| Then the multiple harassing calls started all over again. :(
Like OsoMartinez, I get "'my' morning wake up call" anywhere between 7:58am - 8:21am and then I get at _least_ a "'good' evening call" from them anywhere from 7:58pm - 8:52pm mostly with the rest of their calls scattered throughout the day. At times throughout the years of harassement that I've endured from them they've even spoofed their phone number to appear as all zeroes with the name blocked out and appearing as ------------.
I've only recently learned that I could look their phone number up on Google and get info about it. This is how I found the name of the company that number belongs to and this particular web site. I would like to thank ec for posting CBE's address and informing us about the 'cease-communication letter'. That will be my next step in my resistance to CDE. However, I'm disabled and cannot find work. Due to this I cannot afford an attorney. :(
BTW: From other web sites I've seen, these vultures are possibly used by the IRS. As soon as my spouse died I contacted the IRS and informed them by sending them a copy of the Death Certificate as they requested. My spouse had not worked for several years (neither had I) and neither of us owe the IRS any money. We are both $quare with the IR$. :D
However, one of the hospitals that my spouse was in before dieing did not process a bill with Medicaid before my spouse was forced onto Medicare. I told them at the time that if the didn't process that bill _IMMEDIATELY_ that Medicaid would not pay the bill and neither would Medicare because of the transition from Medicaid to Medicare. (They even waited six months to process it!) That hospital was the ONLY debtor that did not quash the debt of my spouse by allowing me to simply send them a copy of the Death Certificate. Back when I was actually answering CDE's calls they [CDE] stated that they were calling for that particular hospital. I called the home office of that hospital and went around and around with them to no avail. Sending them a copy of the Death Certificate anyway, like I did others, only made matters WORSE! NOW that debt is a ding on MY credit report! ...as well as _me_ being harassed by CDE for it.- Caller: CDC

CBE Group also uses another number that can be found on this site as well (319-274-1910). Seems like they are using auto-dialers to make a majority of these calls since no one is there when you answer your phone.
To file a complaint against CBE Group, go to to the Federal Trade Commision's website at www.ftc.gov for an online form. Also, file a complaint against them with the Iowa State Attorney General's Office (find their site on google.com). These two government agencies handle consumer complaints against such companies that harrass you with such repeated calls. They will be dealt with appopriately with lawsuits and massive fines if enough complaints are filed against them with the Federal Trade Commission (FTC); while the Iowa AG's office will send them letter's of warning.
Remember folks, the FTC was established by the government as a consumer protection agency. Use them!<<<

Your best bet is to contact the FCC and register a complaint against CBE.
With enough complaints, the FCC will shut this company down for good.
The next is to file a lawsuit against the CBE Group with a lawyer in your state through a Federal lawsuit. Don't be afraid you don't have enough information that's verifiable. Your word and another witness should be fine in the court of law.
Remember, collection agencies in general don't fight fair. So they won't fight fair in court.
Nonetheless, think about this: What jury in the entire world will side with a collection agency in the end?
There must be a level of decorum in our society that realizes there are various reasons why people can't pay their bills. Racism, bigotry, education, exploitation are all valid reasons. The rich really do get richer and the poor really do get poorer - this is what caused the French Revolution. If the rich continue to sick the collection agencies after the poor, there may be civil unrest in the future. - debt freethe harrasment started with the purchase and activation of a net10 prepaid phone. Now its my home number that they are calling. I owe zero dollars to anyone. I have never given out my unlisted home phone. These people are evil.
