8:30 PM on 4/06/2015 Huntington Park, CA - Guessing at the name since it was abbreviated on my phone. No message left. Did not answer. Below is how it showed up on caller ID.

Sadly...complaints to any agency, Federal or state, don't work.  Ever.  They simply do not have the budget or staff to do any investigation or prosecution.  Blocking a number does not work.  Ever.  My Oooma system has hundreds of blocked numbers from telemarketers/scammers.  When a call is received from those numbers the caller receives an out of service message.  I add numbers to the blocked list on a daily basis. Makes no difference.  Scammers and telemarketers constantly change their numbers so blocking a number never works for long if ever.  Robo calling calls every possible number in a given area code.  When the phone rings it pops up on telemarketers computer screens and a representative hits answer and the call can come through his headset so he can give his pitch.   This works very rapidly and sometimes more calls appear on the reps computer screen than he can handle.  That accounts for all the times you answer the phone and there is no one there.  You are in the queue but no rep is ready to speak to you.  The whole system is intrusive, annoying and most of the time illegal and a rip off.  Some day maybe the government will have some teeth to really shut down these predators.
