I am not coming up with anything, but Arizona requires debt collectors to be licensed and they are not under that name.

First, you should make a complaint at this Federal Agency, and while there you should also read up on how debt collection is supposed to work as well as what your rights in this matter are: https://www.consumerfinance.gov/

Also file a complaint with your State Attorney General's office.

Also file a complaint here with the Arizona Dept. of Financial Institutions: http://www.azdfi.gov/Consumers/Complaints/Complaints.html

PO Boxes are hard to trace online.  I have to wonder if you filed a complaint in Arizona?  You can try to get the actual address from the Postmaster at that Post Office, but you sometimes need a subpoena.  That would require you to consult an attorney first.  You could also invest in sending them a certified, return receipt letter and see what happens.  That would have to be returned by the Post Office with a reason for return on it.  First class may or may not be returned and it might takes months if it is.

Use these web sites to find an attorney in your state that will probably take the case on a contingency basis (no money out of your pocket up front):  http://www.consumeradvocates.org/

I haven’t tried that yet. I’m not really worried about it since this has been going on for 2-3 years and every time they claim to say they are sending someone and they don’t. At this point I’m going to just get someone else to answer my phone and record the convo. If they give out the information to the other person. Then I’ll have proof of thier bad practices and be able to go forward with getting a lawsuit against them and figure out who it is. I’ll post the info here and try to get others involved to get this type of scam stopped. But for now I have no actual evidence of thier scam or illegal practices so there isn’t much that I can do legally.

They have already violated the law, especially calling you for that long of a period.  A paper trail is much more effective in court by the way.
