I have had numerous calls from the International Credit Recovery place. They are claiming a past employee ordered this service but they can't provide me with anything showing where he ordered it. They have been harassing me for over 6 months now. I have told them repeatedly that I will not be paying this bill but they consistently call me anyway

Looks like another criminal enterprise located in Western New York.  BBB says that they are not licensed and that there is a pattern to the complaints.  You should be dealing with them via certified, return receipt mail.
