A recorded message that simply says hello, confirms your name, then puts you on hold without telling you who it is.  After some hold music, an actual human being came on the line, and he immediately (politely) asked to confirm my address without telling me who they were.  I asked who was asking in the first place, I was told "Nationwide Recovery Service" and that his name was "Jacob Gozah."  I told him I didn't know the business name, and asked why they call me, and he said he couldn't say anything further without confirming my address.
After a little back and forth, I told him that if he wasn't willing to tell me anything about why they were calling, then I am under zero obligation to give them information that would allow for potential identity theft and I immediately hung up at that point.
I have received calls from this number repeatedly from this number many times prior, this is the first time I waited until I had a human being on the line.

Assume it is a scam.  If you actually owe them, or a client of theirs, money, paper mail would eventually be involved before phone calls are involved and before there are any legal issues.  I have never received any mail that had their name on it anywhere.

800  822 8383...shows the number is from Valley Thrift Store, located in Ohio.  But it is really a collection agency.  I got pissed off at the woman because they would call, phone would ring once, and no voicemail.  Probably would happen 3 or 4 times within a few minutes.  When I finally called back to figure it out, she couldn't answer why their number is showing up as a Thrift Store but has heard that complaint before.

Debt collectors do not have a do not call list.  They are not covered under that law.  They have their own special law.  Sonce they talked to you they are now required to do this:

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

Read up on your rights here and also make a complaint at this government site: http://www.consumerfinance.gov/

Also file a complaint with your State Attorney General's office.

Waiting 50 minutes on hold for a call "you know nothing about" says more about you than it does about the caller.

The call showed up in my caller ID as "Valley Thrift Store." Automated voice asking for a specific name. Wouldn't say what the call was about unless I stated I was the person they were trying to reach.

I think they are part of Portfolio Recovery Service.  They are just awful to people.  I never understand how they get by with the things they do.
