Bizapedia has them as a Delaware Corporation started in 2007 as opposed to the information on the BBBB page that says 1996:

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of the date of the letter and if you do so, all collection activity must be stopped until the debt is verified.
Read up on your rights here, get template letters to send and also make a complaint at this government site:  http://www.consumerfinance.gov/
Also file a complaint with your State Attorney General's office.

Got a call this morning from this number, "Portfolio Recover". I called them back and then didn't know who I was. I have been having problems with identity theft so I figured I would call them back. The guy claimed I had left an outstanding debt of $1600 on an old Capital One credit card. He claimed the debt had been there since 1999 and wanted me to pay today (a Sunday). After some words I told him I needed to file an Identity theft case since I had never had Capital One account. He kind of backed off then said that the debt now belonged to  them and not Capital One and I would have to deal with Portfolio Recovery. So asked for more information about the account which he refused to give out. He then asked me if the last four numbers of my SS# was **** which was not even close to what mine is. He then said he had the wrong number. I have heard of scams where they try to bully you into making a payment for a debt that may not even be yours. I think a debt left over from 1999 is way beyond the statue of limitations for my state. What a mess.

I am so tired of these "debt collector" calls. I do not have a debt, and I have answered their phone calls just to tell them that the person they are asking for is NOT me. I have told them to remove my name from their call list, and I guess they do, but then it starts all over from a different number! This portfolio group calls me several times a day, even on Sunday!

You need to send them a cease & desist letter ala USPS certified or return receipt mail. Follow the steps in what you need to know. Portfolio is a known bad actor and has many lawsuits in regards to their bad practices and breaking the FDCPA laws.

    To File complaints FDCPA/TCPA violations:
    Your State Attorney General
    Their State Attorney general
www.naag.org (you can find your state AG at this link).
    https://www.ftccomplaintassistant.gov/#&panel1-1
    http://www.consumerfinance.gov/complaint/
    http://www.rcfp.org/reporters-recording-guide/state-state-guide
    http://www.dmlp.org/legal-guide/recording-phone-calls-and-conversations
Also with the BBB and follow completely through with it.
    http://www.consumer.ftc.gov/blog/haunted-phantom-debt
Seek a FDCPA/TCPA Attorney if need be.

    Some Tips:
    *Keep all messages
*Take a picture of your Caller ID
*Keep any and all conversations recorded to your states recording laws, some require they be told, others do not. This can be transferred to a recording device.
*Keep a notebook handy for writing time, date, who you spoke with and what the conversation detailed.

We've received calls from Portfolio at this number also, and this is three months after they received a certified cease and desist letter from us stating that they are harassing us since their lawsuit against us was dismissed in court, along with copies of the judge's decision.  Now to find an honest lawyer who will take up the case against them. Not easy to find around here.  And we're continuing to get calls from Portfolio from a variety of numbers.  Don't even answer them any longer as every single person we've talked to insists we still owe them money, and we have to hang up on them as they won't listen to a word we say.  Very unprofessional and unethical people.

    Come on, people.
This is a scam.  They hope you pick up and become intimidated by their bullying tactics.
Legitmate collection agencies do not respond the way these yahoos have come across.
The rules are simple. If you do not recognize the number, do not answer the phone.
If they have even an ounce of integrity, they will leave a message that isn't automated & generic in nature, requesting a call back.
That call back request should include the name of the company, a contact person & a call back number.
If you receive that, do your homework.  Do an online credit check to see if you have a possible identity theft issue arising. Also look up the calling company on line to see what there status is.
Do not feed into the cultures out there.

There is a device that can be purchased through Amazon. It is called CPR call blocker. Currently the price is $38.99. It blocks up to 1,200 numbers. Simple to use and one button operation. You see an unwanted number on your caller ID, you simply press the button marked "BLOCK NOW". That's all. Done. No more calls from that number.

Portfolio Recovery has bought several thousand dollars of my debt (fools) I will not pay a dime and since I am on permanent SSI/SSD they won't be able to collect however hard they try. They use dozens of different numbers in their lame attempt to recoup their loss.  They are easily IDed and ignored yet they keep wasting time and money trying. Maybe they feel if they call hundreds of times with hundreds of numbers they might feel some sort of satisfaction because they will never get any by collecting a cent from me. BWHAHAHAHAHHAAAAA

I could just answer the phone and let them off the hook but I would rather people like this keep spending even more money in a wasted attempt. I like it when they go to court and find out they can't touch any of my money. Ka Ching!!!

These guys think it's a game. I guess them paying thousands of $$$ for someones debt is equal to easily ignored and avoided harassing phone calls.

The people who avoid your pathetic calls are not gunna pay your scummy souls. You lose, you ended up buying $$$ in debt you were not even involved with and now you get to eat it. The best thing about the 800 notes history of these guys is when I go to court and the judge asks me why I did not respond to them I show them a few pages printed out here and he usually winces and says he understands. Continue your futile harassment campaign after all it's all you can do. I smile knowing you bought my debt and you LOSE!

After a hiatus of several months of no calls this phony outfit has begun a new campaign of calls.  ( Non of which are ever answered at my number).  Within the last two weeks they have called on seven occasions at several different times of day - using 5 of their myriad numbers.  They'll never learn.  They can't collect on debts that don't exist or have passed the statute of limitations.  They call the "company" Portfolio Recovery.

Woman Sues Debt Collector, Wins $83 Million
A Missouri jury ordered a debt buyer to pay nearly $83 million to a Kansas City woman it pursued for a $1,000 credit card bill she didn’t owe, NPR affiliate KCUR reports. The jury found Portfolio Recovery Associates LLC guilty of violating the Fair Debt Collection Practices Act, for which it will pay $250,000 in damages, as well as maliciously prosecuting the woman, Maria Guadalupe Mejia, over the debt that did not belong to her. For the malicious prosecution, the jury awarded Mejia $82,990,000 in punitive damages.
PRA Group Inc., which owns Portfolio Recovery Associates, sent an email statement to Credit.com:
“This outlandish verdict defies all common sense,” wrote spokesman Michael McKeon. “We hope and expect the judge will set aside this inappropriate award, and we plan to file motions to make that request formally in the near term. Any fair reading of the facts of this case makes plain that a verdict of this size is not justice by any means, and cannot stand.”
Portfolio Recovery, one of the nation’s largest debt buyers, sued Mejia in February 2013 over the credit card debt, though the actual debtor turned out to be a man in Kansas City, Kansas, with a name similar to Mejia’s. The company pursued Mejia for the debt for 15 months after she first received notice of the lawsuit. In a written statement to KCUR, Mejia said, “The lawsuit terrified me.”
Fear is a common consumer response to debt collectors, whether the debt is legitimate or not. The first thing consumers should do when they hear from a debt collector is ask the collector to validate the debt in writing — it’s crucial to know your debt collection rights as a consumer, so you don’t end up paying a debt you don’t owe or letting the collection account unnecessarily damage your credit standing.  (You can see if a collection account is affecting your credit scores for free on Credit.com.)
If you’re unsure of how to approach a debt collection situation, you may want to consult a consumer law attorney, who may review your case for free, to help you understand whether the collector is violating your rights. If the debt is old, it could be past your state’s statute of limitations for collection. You can also consult this state-by-state guide to debt collection statutes of limitation to see where you stand.

Debt Collectors, huh!  Amazing!  I have no credit card debt, always pay obligations on time and never had anyone challenge me in matters of debt in general.  Must be very desperate to continue this harassment and this company calling from Kentucky, must be a bunch of uneducated red neck jerks doing a mundane stupid job that any well trained chimp could do it better.  To bad that the Federal DNC system is ineffective as I have been on it for over 15 years and used to get calls daily from people like this until I finally got a blocked call system.  This is first time I received this call from PRA but of course my phone system blocked it.  I never answer these so called legal calls as it rings twice then stops since the system is working.  In desperate times, jerks like this take desperate measures to earn a lousy living like this; harassing people.  You would think that the person who sued them and won $83 million would cease making these calls to us but stupid is as stupid does! Right? Right!!
