got an obnoxious call saying "please have the decency to call us back", even though I was on the line at the time. Is TACAR (TAKAR) that off shore collection agency that sells all the data it gathers to anyone, even the identity theft people?

I too have gotten these particular calls from Takhar Group.  My recommendation is if you call them up then they will have your phone number identified in their system and they will continue to hound you.  If you think that there is a small amount that you forgot to pay to a company for a book or a DVD, than it's not going to hurt your credit rating as much as you think. So therefore, just leave it alone and file online a complaint with the BBB as well as contacting the Canadian BBB online.  Call the Attorney General's office and do the same there.  Also, fax a letter to their fax machine at 519-622-6411 to DO NOT CALL! Don't let these filthy Indians intimidate you!

Their IP address is 216.75.169.200, and the are using IIS. They refuse to abide by FDCPA because they are outside of the country.

Rules of engagement:
1) DO NOT IDENTIFY YOURSELF.
2) INFORM THEM TO COMMUNICATE IN WRITING TO THE INDIVIDUAL THEY ARE TRYING TO CONTACT AT THE PHONE NUMBER THEY CALLED.
3) INFORM THEM THAT YOU DO NOT WISH TO BE CALLED AGAIN.
4) FILL OUT A PHONE HARASSMENT REPORT WITH YOUR LOCAL POLICE DEPARTMENT IF THEY CALL AGAIN.

Just got a prerecorded call from them to my cell phone "about an important matter" asking to call them back at their office number, and was also directed to their website.

I get calls from them several times a week. I've never called them back and now won't. So glad I looked them up first!! I owe them up and someone stole my identity once, won't let it happen again!!!! I've gotten calls from several of the numbers listed. Usually from a clear speaking man saying a reference number I'm clueless about and to call immediately. Yesterday though I got a ruder call saying that they've called me numerous times with no reply and its important to call them back at once! So they can make a decision!!!!! Well I'm not calling!!
