I received 7 calls from this legitimate number.  I called back, dialed 0 for customer service, and reported misuse of their phone number.  The rep asked for my first name, verified my phone number, and identified the inmate who was calling me as Nina J. Taylor.  This person is unknown to me, so the rep blocked her from ever calling me in the future.  Good customer service rep!

Not a scam.  For me, it was a legit call from an inmate in a Louisiana prison. The initial recording said who was calling and after I accepted the call, he had one free minute to talk.  Then I was asked to enter credit card info to continue the call.  This phone calling service for inmates is provided by Telmate.

There are several techniques folks have used to supposedly stop further unwanted calls.  Here are some:

    Call Blocking Techniques
Read the following to help you choose which blocking method to use or not use.

    TechniqueHow It WorksPros / Cons
Do Not Call ListNOT a call blocker!Prevents calls from legitimate telemarketers ONLY
    Blocking serviceSimultaneours Ring
    Blocks crowdsourced list of numbers
Bad Guys can spoof lots of different numbers, but services are quick to react.
Call Blocking Device or AppUser chooses numbers for blacklist (blocked)Bad Guys can spoof lots of different numbers, user must choose what to block.  100% effective against 2nd (or later) calls from same number.
Call Blocking Device or AppUser chooses numbers for whitelist  (all others blocked)Difficult to defeat, but if user forgets to add a friend, the friend is blocked
Call Blocking Device or AppChallenge-Response system (automatic blacklist)Difficult to defeat.  Robocaller cannot respond to challenge, so number automatically blacklisted. User can also set up their own blacklists or whitelists.  Not 100% effective against human spammer-callers.
Blowing horn or whistle into phoneIrritates spammerDoes not work.  May lead to unanticipated results.*
Arguing with or swearing at spammerIrritates spammerDoes not work.  May lead to unanticipated results.*
Repeatedly calling the spammer backMay contribute to the problem, rather than the solutionThe other phone may be that of an innocent third party, since spammers spoof numbers!
Forwarding the spam call to another phoneMay contribute to the problem, rather than the solutionThe other phone may be that of an innocent third party, since spammers spoof numbers!
Entering into a LONG discussion with the spammerPrevents individual spammer from making calls while talking to youSlows down spammer's call rate, but also ties up your phone.  Does not affect other spammers in the same or different call centers.
Do not answer unfamiliar numbers.  Let call go to message systemLegit callers usually leave message.  Spammers usually hang up after 3 or 4 rings.  Consider blocking the latter. Some spammers let it ring for more than 4 times

By all means, ignore the guidance published directly behind your impossible demand. 800Notes is not a messaging service. 800Notes does not send alerts to your callers when you post here, a bulletin board style of website with public access. You must direct your demands to the sources of your unwanted calls.

I don't like to receive phone calls from jail or from people I don't know. If they call again I will have no other course but to sue the police department for the lack of control over the use of the phone. Have them sign to make a call or something

If it's not a scam why do they ask for a credit card before you can talk to the inmate calling?

This is a telmate service for inmates in prison. A search shows several jails use this service. I do not know anyone in jail or prison. A search shows this number to be from Oklahoma County Jail.

A call from Washington County Jail powered by Telmate which is an inmate communications service for inmates for over ten years located in Fruitland, Idaho - A search shows this number to be from Fruitland, ID.

Prepaid call accounts are set up by the called party (e.g. the inmate’s family/friends.) to eliminate the problem of collect call blocks. Inmates can place prepaid calls to cell phones, office phones, hospitals and other commercial phone numbers that normally do not accept collect calls. When an inmate calls the end user, the call charges are deducted from the called party's prepaid account.
