- alfonsGuys dept is dept and wealth is wealth. Just enjoy life. You won't take any of those past the grave.
Play life like an adventures game. - Leo| 1 replyI got a call from 877 291 8405 it was the man talked about here Marcel Santiago. He was asking for my mother. I told him she was not home. He then asked for a number he can call her at now! I said she doesn't have on. He then asked if I can give him the number of someone that can give him a number to call her at. I said no. he asked if I would take down his name and number so she can call him back. I did. He said he was Marcel Santiago and his number is (877) 291 8405 x 8568 and I had to ask who he was with before he would tell me. he said he was with FMS. He was very rood and I've never heard of FMS so I googled "FMS" and got "THE FINANCIAL MANAGEMENT SERVICE". the page says it "THE FINANCIAL MANAGEMENT SERVICE is a bureau of the United States Department of the Treasury. Our mission is to provide central payment services to Federal Program Agencies, to operate the federal government's collections and deposit systems, to provide government-wide accounting and reporting services and to manage the collection of delinquent debt owed to the government." this sounded a little odd that they would be calling my mother so I then googled "Marcel Santiago FMS" and it toke me here. I really think this is a scam because on this page Marcel Santiago is said to work for the department of education and has a different extension and there are others said to have its extension

"Generally, the TCPA does not apply to debt collectors making collection calls to debtors. However, if you are subjected to calls from a debt collector and you are not the NOT you may file a lawsuit against the debt collector under the Fair Debt Collection Practices Act (FDCPA) and the TCPA".
This information came STRAIGHT from a consumer attorney. If you want to argue about it's validity, take it up with him. - Alfalfa replies to AlfalfaCorrection:

He would not discuss with my husband unless my husband gave him the last 4 digits of my SSN. We gave him no info so he left his number to call 877-291-8405 x 8612.
- KAT replies to DougI think the point is that they are calling and harassing people who do pay their bills.
- Shorty| 1 replyI received at least 20 calls from this number. I finally tracked it down to Financial Management Systems in Illinois. The owner's name is Balaji Rajan. They also called me from 630-613-1151. This is the number I finally used to find them. I filed a complaint with the BBB in Illinois and the company finally responded and they will no longer be calling me, as I don't owe anyone any money. Everyone who is harrassed and doesn't owe the money needs to file a complaint. Maybe they will leave us alone.
- Caller: Financial Management Systems

- Anon replies to Collector| 1 replyI received a phone call from FMS wanting us to pass a message to someone we don't know. If they continue to call as others have stated, I will file a lawsuit for violation of the FCRA. I have no debts, and I am not a messenger for FMS to some random person they are looking for.
- threadbare replies to ShortyMy fiancee keeps getting calls from Financial Management Systems (fmsdc.com is their website) saying he owes a credit card debt on a credit card he never had. These people are extremely agressive, persistent, & rude. They may be a legit business, but their business practices are way sub-par. When my fiance offered to make payments by check (because they had is ssn & he wanted to try to do the right thing even though he didn't accrue the debt himself), they would not accept a check nor a money order. They would only accept payment from a credit card or payment pulled directly from a bank account. These two forms of payment my fiancee flatly refused. Since they will not negotiate for a check or money order my fiance plans to send them a "cease & desist letter" or what Clark Howard (fm HLN) calls a "drop dead letter." Let's hope that works.
- J.J.| 5 repliesThese guys called me last night about an old student loan. Long story short: I didn't think anything strange about it-he offered me a good deal to take care of it. He told me if I didn't take their deal, that within the next 30 days the govt WOULD DEFINITELY start garnishing my disability! He said their deal was half the money the govt would take, and I'd be doing myself a favor by accepting this offer. I was told I HAD to commit to a date this month, to begin payments, or my disability would be garnished.
I was told that this special payment plan would only be 9 months of payments, and then I'd get put in a special program that would eventually write off the entire loan due to financial hardship and that by enrolling in this payment plan, my defaulted loan would come off ONE of the 3 credit agencies. Sounded good to me.
I am a fool-I gave him ALL my info! I should have known something was fishy, but he was tenacious and kept me on the phone half an hour between coercing me to do it, and then filling out the paperwork. He refused to send me anything in the mail first so I could read it over before I decided-that should have been my first clue. He said that I needed to get this taken care of NOW, because I only had 30 days, and to put it off would cause me more grief. I asked if I would get a payment booklet to send them a check each month. This should have been my second clue: NO payment booklet or paperwork on it at all until I made 2 payments! He was so intimidating, I didn't trust my gut instincts, and he had me crying so hard-I was so shaken by the thought of the govt taking more than half of what they were offering to settle it, that I believed him. I can't believe how callous they were,
listening to a woman on disability sobbing, and feeling no compassion at all. All he kept saying was, "The next 9 months will go by faster than you think. You're doing the right thing."
When I hung the phone up, I realized that I hadn't taken note of the collection agency name, so I called the number he gave me. I got a recording informing me that the call could not go through. I called again, and once more today-still the same recording. That's when I panicked.
If it were not for the quick thinking of my friend and my daughter, who knows what would have happened. My friend searched the number and found this site and all these complaints. My daughter told me to call the number on the back of my debit card to have to account put on hold so they couldn't use it. (NOTE: For those not aware, there is a 24/7, 7 days a week number on the back of your debit/credit card for emergencies.) Thank god I did this within an hour of the call, or they could have cleaned me out! Next step-go to the bank, close my account and open a new one! All this stress and aggrivation because I wasn't aware of how things work and could not hold my own against these predators! After he was done, he handed me off to another man-who's name I can't recall-to verify all my info once more!
Here are the details:
-Agency: Do not remember.
-His name: Phillip Perry
-Phone #: 877-291-8405 X-8551
PEOPLE, DON'T BE IGNORANT! EDUCATE AND ARM YOURSELF AGAINST THESE PREDATORS SO THIS WON'T HAPPEN TO YOU!- Caller: Can't recall
- Call type: Debt collector
- J.J. replies to Collector| 1 replyJust because they have a wesbite does not make it a valid collection agency. Do you know how many bogus scam websites are on the Internet? I believe that I was coerced, intimidated, and scammed by these people.
- J.J.| 4 repliesIn addition to my above complaint:
I was told payments could only be made through debiting my bank account.
(This is nonsense. All other loan payments I have ever made, have been by check or money order, accompanied by payment stub from booklet sent to me by a proper agency.)
All statements made in this post, and my above post, of my conversation with Mr. Phillip Perry, are to the best of my recollection, as I understood them.- Caller: Do not recall.

- J.J. replies to timI also had a call the day before they harassed me personally. Someone was looking for my ex-husband. They asked if I had any contact with him. I told them, "NO-that's why he's my EX-husband."
A few days prior to that, someone called me looking for my dead Mother-in-Law!
Whoever it was called me personally, and were looking for the 2 people above, in a one week period. - JohnCalled several times lefta caal back and actually askes for my SSN over the phone # was 877-291-8405 X8634 Jeff kalsner or something like that

- Robin HoodIf you get a call from these guys who are obviously trying to gather “personal” information by sounding “professional” tell them the they speaking with FBI field agent batch number JTT047101111 and that you are very interested in finding out how they obtain your phone number which is classified. Then you start asking the questions…they will hang up and hopefully never call again
- Caller: FMS
- JLO| 2 repliesWe keep receiving calls for my son. When I asked what it was regarding, they said it was a personal matter they are not legally allowed to discuss. They wanted to know where he worked & get his work number. I refused to give it out based on the fact that she wouldn't tell me who she was either. Her name was Tracy Stewart. She said it was very important for him to speak with Tracy and no one else. If this were an above-board company, anyone at the company should be able to assist, or give an account number with the information.
- Philthis number is a collection agency for delinquent student loans. I you have an employee, or former employee who is in default, they may call. OR if you are delinquent on a student loan, or co-signed one they could have bought the debt for pennies on the dollar and are trying to collect.
