Not everyone posting has a Citi card.

Oh Scott, the reason you don't see this as a coincidence is because, like most humans, you want to believe there is a cause and effect relationship in random events...there isn't.  An autodialer can make about 80 calls per hour per line.  Now imagine you have 10 lines that's 800 calls in an hour.  Your dialer is hitting banks of numbers all over the world in a 24 hour period.  So in 10 hours, it's made 8000 calls.  Now let's say that only half the calls are answered because most people are smart enough not to answer calls from numbers they don't recognize.  Still, 4000 calls get answered.  Of the 4000 let's say 500 have Citi card.  Of those 500, 100 people, your good self included, decide to look-up the number and 15 find their way to 800notes and post.  So the dialer has about a 6% hit on it's target and about 3% of the targets post on 800notes.  Really not all that astounding is it?

I received this call today, Oct 2 2019, only a few days after I activated my new card. I too called the number on the back of the card to check account.

You meant to say "I know who called me but I'm going to look up the number anyway."

After all these months this pest is back but is now on the Sheet List of UknowWho.

got called to my home number everyday early morning, called back with Google voice, seems it is really Citi card, some kind of credit card company, seems an US company,  I told the customer service my number they called, and they ask if my name is xxxx, and it is a strange name, so they apologized and promise not call again

I called the number via Skype and challenged the person to convince me it was CITI calling. They said it was CITI, but to simply call the number on the back of my Costco Visa, they could provide the same support. It turns out my paper statement did not make it to my home, and I was past due. I logged on to my account, brought the account current, and like a dummy, saw I did not have Alerts set up! I have fixed that, and using CITI's IVR system, I was given a credit for the late fee, and interest, no human contact required!

I received a Robocall today from Citibank Costco. I wonder if the person has my other information 😩

I know for a fact I paid my bill timely. I will assume this is a fraud call per the messages above.

This is a scam, calling about immigration services.

Just got the same call. Of course did not answer. I am really curious how someone knows that all these people have a Costco Visa card.

If you called 10,000 people would some of them have that credit card?  They are calling everyone in the hopes that someone with that card will call back.  They don't know whether you have one or not.
