    My Mom got a call from an 800 service stating that their had been a hold put on her debt card, 3/10/14. They correctly had the last 4 digits and gave a case number. I thought it was a phishing scam. Nope. Called her bank and it was all legit and canceled her card. one charge from bls weblearn for $10.16 and seconds later (they said) a charge from PLI Blue for the same amount. That set off flags. Thank god all is well. So here is the thing, I entered her card info on Amazon.com 3\6\14 just days before the charges. This is the only activity in a long time with this card. Maybe I have a key logger hiding? I do weekly scans via McAfee, however anything is possible. Hope this helps.

    Saw a $13.11 charge on my card, done yesterday, at a time when I was using FB, and I know every time I get done using FB, and doing a virus scan, the cookies left on from Mediaplex, and Casalemedia, are always removed has a threat. Mine shows the charge was from BLSWEBLEARN St Julius or Julian MH. Called bank, and getting new card.

    I just got hit this morning for $10.48 from BLS*WEBLEARN  888-461-2032,888-210-6574 on my PayPal Mastercard/account. Have not used card in over a month and lucky I have my account settings to alert on any transactions. I called PayPal and just had them cancel my card and send new one out. This charge is in (pending) status, they have to wait for the transaction to complete in order to dispute and post any refund credit to my account. I did not shop at target, so unsure if any connection with that issue. I did try and contact the 800 numbers before contacting PayPal, but like others have said recording/hold music and nobody picks up and you have option to be called back. Sorry I am not giving my name and contact information to these (foreign call center) people so they can have both phone number and more information to open or post more fraud charges on accounts. Good luck to all who were hit by this fraud, I hope you get your refunds in full.

    Luckly no charges showed on my account because they were denied. Call Bank and they are aware of my card being used and that I did not do it. The bank check  to ensure that the card was blocked. I have to get a new one., I ask the bank if there is any way they can get into my checking account? Bank stated no that they only have the debit card number. This is the fourth time that I have had to change my card. This is getting weird. I am thinking about closing my account/

    I just got through to 'onlineincomeaccess' at that 2032. She would not tell what country she was from but had an accent. She said I signed up for 'Money Making Program membership' WHICH I did not and don't know who or what that is. She said she would 'cancel' my 'membership' and 'refund' my account, and remove my information, AFTER I threatened reporting fraud. When I asked, several times, who she worked for she finally said the incomeaccess thing, and collects money for several companies.  Typing WEBLEARN into google brought up a whole lot of things including colleges. I asked if her company was 'Weblearn' but she didn't answer the question just continued with her spiel about 'third party' stuff.

    I just reviewed my account and there is a charge in the amount of $11.16 plus .33 fee charge that was showing completed 3/9/14. I have no clue who is "BLS*WEBLEARN8884612032 ST JULIANS " and this has been disputed and my card has been cancelled!!!

    I discovered $10.69 plus 0.08 also debt from my credit card account on 3/8/14. I went to my bank and they found the same number 1888 4612032 and the name showing up in my acct as BLS*WEBLEARN.  Now that we all have this information, I suggest that we print the remarks from each of our statements and confront our banks.  We should not have to pay for another debt card and be refund because of this fraud, particularly when it is evident by all our statements that it is fraud. I haven't bought anything online. The bank says also watch Walmart purchases, and gas stations.  When you slide your card anywhere look at the device you are using. Some of those places have their own little machines replacing the correct one. Watch those fast food places that are in certain neighborhoods. If they got 10.00 hoping you will not notice if you have much money. I found it because I don't.  This is really scary. I'm wondering if I need to change my name.  God bless you and please always be careful don't think this is a one time deal.

    This afternoon, I checked my credit card account online and found a charge "BLS*WEBLEARN8884612032."  Funny, I haven't used this credit card in a month and I didn't receive a call from "BLS*WEBLEARN8884612032."  

    I called the credit card company and initiated a fraudulent report.  The rep told me the company is based in Malta.  Credit card terminated and a new one will be reissued.

    Received a Banking Alert this AM for 12.72 against my debit card.   Merchant listed as : BLS*WEBLEARN8884612032.   with a country listed as MALTA.  Called bank of America a cancelled the card and they will send a new one.  Gave me their fraud number to call and assured me they will reject the charge.  Only used the card at Walmart & Paypal recently.

    Got hit on 2 different cards today from this fraud/scam company. A Mastercard and a Vista, so only a few places I use both and one was Amazon. Caught them both in pending state from this morning so called both my card holder companies and cancelled and reissued new cards. Glad I have e-mail alerts set up for my accounts for all transactions as that is what caught these charges 10.56 and 12.67 when they were made. I tried to call the 1-888 numbers and now they are just going to a fast busy from these lower life form fraudsters. Sorry not a 1800 call scam, but looks like this was the best place to vent and post a record and remark for others who search "BLS*WEBLEARN" to know that they will need to call their credit card company and cancel and file a fraud alert and get new cards as that is best way to make sure no reoccurring charges will hit their accounts each week or month. For those who are afraid or think its too much hassle to cancel a card, it is best in long run as a new number and also helps the CC companies track/locate the thieves. The CC companies will use compromised credit cards as bait to help in their investigation and track where the credit is being sent through the banking system. Good luck all!

    I just had the same charge of 10.94 on my bank statement. I called the number and got the same as everyone. They say I will receive a full refund when I stated asking questions and told them I was calling my bank in the morning.

    I checked my account today like I do at least once daily and had a charge of 13.02 on my debit.  Bls*weblearn.  Called the bank and told them i had googled there name and believe to be scam and fraud. The bank said they were not aware of this but they will start out with small amounts and go higher.  Bank canceled card, going to get a new card.  Back credited my account.  If this has happened to you call your bank.

    I got charged today for $8.78  and a $.26 international fee. I called my bank and told them it was a known scam, since I have found this website. The bank is refunding me, and forwarding to a fraud investigator. They told me also this is common to have small amounts go through then become larger amounts, and that this was set up to be a recurring monthly charge on my card. My card is also cancelled. This is really inconvenient because I have recurring legit charges set up, and I have to change every single one. These fraudsters belong in jail! Anyone who has been hit by this needs to contact their bank immediately!

    I too have experienced Weblearn.  I contacted the bank which reversed the charge.  Two days later that same charge plus another appeared.  I called the number to WebLearn the bank gave me.  I tried for 2 days to get someone with whom to speak.  Finally, I contacted someone and could not understand a word she said.  She also claimed that she was not permitted to give me the name of the company charging me.  After a while she stated that it was a financial advising agency and would refund the charges.  I didn't trust her and called my bank today.  We filed a fraudulent claim and ordered a new card.  That made me really angry because these people know the havoc they are causing.  I told the bank I had no problem filing charges if their identity is found.  I also contacted the FCT.  Good luck to all of you.

    I had an experience exactly like yours!  I didn't wait for the refund.  I contacted the bank immediately.  Also be careful.  I had the first charge reversed.  The next day that charge plus another was posted on my account.  I agree.  I think they are laughing at the havoc they are causing.
